Dear Comrades of the Central Committee of the CPI (ML), Congrès des Progressistes pour la Libération –CPL-, on behalf of all the revolutionaries of the Congo, ask you to convey their warmest greetings to the 11th Congress of CPI (ML).
For us, the African revolutionaries, the current international context, which is characterized by the growing imperialist domination, it is also the one where the peoples of Africa are experiencing a nightmare similar to that of the slave trade and the brutal imposition of colonization on the continent. it's every day that we have information, that it is by hundreds of young Africans drown in the ocean or perish in the desert on the road of migration. The numbers are always scary when it comes to talking about expressions of the miseries of the African peoples: unemployed people in masses, thousands of people killed in armed conflicts guided by multinationals to facilitate the looting of natural resources, or in actions to keep corrupt regimes in power. At the same time, populations are being decimated by epidemics because of the lack of medical infrastructures. In spite of these cruelties, the people do not let themselves be defeated. They resist and seek alternatives for lasting peace and a society without exploitation.
Faced with this situation, a pressing need is needed to revitalize the progressive and revolutionary movement in Africa. But for all this to be possible, we need considerable contributions from Marxist-Leninists working within the masses of the people, and also from active international solidarity.
Therefore, we consider that your Assizes are of great importance in illuminating the struggles of the international working class and oppressed peoples from all over the world. We wish every success to the 11th ICC Congress works.

These preparations for war threaten the peoples of our two countries. This, together with the intensification of the capitalist economic crisis in which both of our countries are embroiled, places more and more responsibility on our two Parties to learn from each other and to support each other in the spirit of proletarian internationalism.
The Indian working class and the broad masses of the people have a great history of fighting colonialism, neo-colonialism and imperialism. They have made major contributions to fighting revisionism and opportunism.

We, Frontline Socialist Party of Sri Lanka would like to express our revolutionary greetings to the 11th party Congress of the Communist Party of India (Marxist-Leninist). The Indian left movement being one of the oldest communist movements in Asia always guided and impressed other left movements in the region. Among the all the other left parties The Communist Party of India (Marxist-Leninist) is playing a frontline role without deviating from fundamentals and policies of a left movement.As we aware most of the giant left parties had lost their courage to face bourgeois political pressure thus formed coalitions causing severe destructions to the left movement. The CPI-ML has an unblemished history of not sinking the bourgeois characteristics such as coalition politics, parlimantariasm, racism, opportunism etc.Comrades,The whole world is experiencing the crisis of the capitalism in an unprecedented manner. But capitalism has its own attribute to manage the crisis through deceptive measures. On the other hand inevitably the failures and inabilities of the left wing further strengthen the capitalist oppression. Therefore barbaric capitalist agendas have trapped the proletariats in web of crisis due to the weakness of the only alternative namely the left power.The crisis of the capitalism in India has promptly influenced the Sri Lanka as the closest neigbour of India. At the same time the horrific examples in all over the world demonstrate how the neoliberal capitalism and imperialism destroy the future of the earth. The world is producing a gross product of $ 70 trillion per year. Instead of sharing the benefit of this production among the seven billion of world population 16 individuals are enjoying the half of the gross production of the world. Simultaneously millions of people are suffering from poverty, starvation, illiteracy, illhealth and hunger. India is also a horrendous victim of this crisis. While generating world richest billionaires and companies India has failed to uplift the standards of the oppressed. The profit oriented capitalism has less concern on the environment and the right to life of the people. The social security systems such as free education and free health service are being totally ignored while converting them to profit oriented commodities. The human requisits such as art, sports, recreation are also restricted and deprived. There is an imminent danger of a nuclear war to grab the surplus of capital endangering the future of the mankind.Therefore not only leftists but the progressive movements of all over the world now thinking and fighting for a system change. The left movement should make use of this opportunity to educate the masses as much as they can in order to eradicate backward ideologies. People should feel that there is no other alternative than socialism. However prior to organize masses we should have clear and unambiguous stands on our fundamentals. Today we need a matured, intellectual, courageous and innovative party to meet the contemporary challenges more comprehensively and deeply. In that sense we believe Communist Party of India (Marxist-Leninist) is the Indian Brigade of world communism.We take this opportunity to express our heartfelt gratitude and solidarity to the comrades who arrived this convention from all over the world. We being a movement which scarified thousands of lives for the sake of Sri Lankan Socialist revolution verily believe that this solidarity and the unity would definitely create a bond advancing the ideologies and struggle of our party. We wanted to share these greetings with the personal participation in your congress, but unfortunately the personal participation was not possible for us because of scheduling difficulties. Even if we are not directly with you, we are in our thoughts connected with you. We will carefully study the results of your congress, especially to learn from them.
We have learned much from your experience in our cooperation with your party in both bilateral relations, as well as working together in ICMLPO and ICOR. We value your work in one of the largest countries in the world very high. Your successes in the struggle for building the Marxist-Leninist Party in India are seen as successes of the Marxist-Leninist World Movement. Today, unfortunately, our World Movement is in one of the weakest phases in its history. In the present situation, we find the work of building genuine Marxist-Leninist Parties in each country the most important task of the Communists. This construction requires an irreconcilable ideological struggle against all forms of revisionism and opportunism, which today also appear in part in the name of a further development of Marxism-Leninism. By referring to so called qualitative changes in the system of imperialism, new theories are being developed. These are, in principle, a new version of Kautsky ultimperialism theory.
We believe that our countries, Turkey and India have many similarities.
They are both on imperialism dependent, capitalist countries and their ruling classes have imperialist ambitions. In both countries, nationalism and religion play a crucial role in society.
In both countries, the fight against dependence on imperialism, against religious fanaticism and the fight against chauvinism, patriarchy, fascism and racism have priority.
In the fight against imperialism we must not forget that the main enemy in our own country is the ruling class in our own country.
In the name of the international revolution, in Trotskyist fashion, the impossibility of winning the proletarian revolution in one country is maintained. A new strategy of international socialist revolution is being developed, which in practice simply ignore the contradiction between a handful of imperialist powers and the oppressed peoples. Further, many dependent countries, such as e.g. Turkey, Argentina, but also India, etc. are declared to "new imperialist countries", and lumped them together with the imperialist powers such as Russia and China.
Today, within the Communist World Movement, it is essential for all Marxist-Leninist Parties and Organizations to cling to the basic teachings of Leninism, Leninist theory, the Leninist strategy and tactics of world proletarian revolution. Especially after the practical decline of all formerly socialist or new democratic countries by the victory of modern revisionism in these countries, it is urgent to defend Leninist theory against any attack. Our task is based on this theory, which is the Marxism of the epoch of imperialism, to fight. Only then can we and will we win. We hope that your congress will be a new milestone in the fight against even such newfangled “theories”
In the fight against racism, fascism, patriarchy and religious fanaticism, we must not forget that these evils are not tied to individual parties, groups or politicians but to the whole system. The fight against these evils must be waged as a fight against the whole system dependent on imperialism. Only through the people's democratic revolution under the leadership of the proletariat are these evils removed. We firmly believe that the working class in our countries will take the fate of the revolution in their hands and the red banner will blow over our countries!
For that we need Communist Parties! And we are very happy that you are there.

As Marxist Leninist Communist Party of Turkey and Kurdistan, we are conscious of the urgent necessity of developing party work and organization in every level to organize the revolution in concrete, in today's conditions. In the contemporary world, in terms of existential crisis of capitalism, revolutionaries all over the world more than ever face important challenges, so it is our task to take every opportunity for revolutionary leaps and to strengthen our organizational level in every manner. As our comrades-in-arm, we believe that your 11th Party Congress will be a great answer on today‘s revolutionary tasks. We believe that it will be an important discussion platform to analyze today's imperialism and that the possibility of sharing different views of today's condition will contribute to a deeper understanding and discussion on an international level.
As you know, we face serious fascist and imperialist attacks and wars in the Middle East. In Turkey, the colonialist dictatorship lead by fascist chief Erdogan attacks with all it‘s force to liquidate the democratic and revolutionary movement. With an increasing war against the freedom forces all over Kurdistan and Turkey, they try to destroy the ongoing revolutionary process in Rojava, which is preparing to spread over the whole region. As MLKP, we fight to the end with all our forces against fascism, colonialism and patriarchy for an antiimperialist, democratic revolution in Turkey and all over the Middle East. We salute your 11th Party Congress from the fronts in Rojava, from the free mountains in Kurdistan, from the poor quarters in the metropoles, from the streets in Turkey with the strength, given to us by our immortals.

On behalf of Rode Morgen of the Netherlands, I bring you the warmest and revolutionary greetings of our organization to the leadership and all the members of CPI(ML). We are honoured and excited to be able to take part in these momentous days of struggle, debate and decision-making, which will surely make it possible for your party to advance on the road of class-struggle and organizing the toiling masses in India for progress, real democracy and socialism.
We ourselves have never before been to India, but as we are both members of ICOR – the international revolutionary organisation, we feel right at home here.
Rode Morgen is a party-building organisation in a small, but imperialist country in NorthWest Europe. India and Holland have had historic ties in the past – but that was colonialism. Nowadays, the working classes of India and the Netherlands are both part of the international proletariat, because they work for the same big capitalist monopolies that dominate the world. A special relation exist between the workers of the blast-furnace and steel factory Hoogovens in IJmuiden and their colleagues in India that also work for Tata Steel.
Characteristic of the current economic and political development today are the enormous power shifts among the imperialists on a world scale and thus the intensification of the general danger of war. US-imperialists under Trump are trying to prevent Chinese imperialism from rising to a greater imperialist power, above all through a trade war. These trade wars, combined with the possible collapse of a huge speculative bubble and growing national debt, pose a threat of an even deeper financial and economic crises than in 2008.
The claim to power by European imperialists is expressed in military operations in the Middle-East and in Africa. A year ago, 23 EU states joined together to form the military pact PESCO, nine defence ministers agreed in June 2018 to found a "European intervention initiative".
The strengthening of EU imperialism is sold to the masses through chauvinist slogans, to mislead the masses with the idea of a supposedly peace-loving, democratic Europe. But Lenin wrote as early as 1915 in his paper "On the slogan of the United States of Europe": "From the point of view of the economic conditions of imperialism, i.e. the export of capital and the division of the world by the 'advanced' and 'civilized' colonial powers, the United States of Europe under capitalist conditions is either impossible or reactionary.” The EU is in a deep crisis. The greatest weakening comes from Brexit - which will also weaken Dutch imperialism. Imperialism means external aggression and internal reaction. This should prevent the revolutionizing of the masses. Everywhere the governments are installed with a reactionary program, mainly by agitating against refugees. This must distract from the real causes of all social problems, from capitalism.
These right-wing developments in Europe challenge the working class and the masses to strikes and mass demonstrations - also in the Netherlands.
We live in a small, but imperialist country, so we know what to do: build a revolutionary party that will make it possible for the Dutch proletariat and the Dutch working people to take up their part in preparing for the international socialist revolution.
We hope we can learn from the debates during your Congress – we’re sure it will be successful.

Fraternal salutation to all participants in the 11th Congress of the Communist Party of India (Marxist-Leninist) Red Star!
I bring warm revolutionary greetings from the New Democratic Marxist-Leninist Party of Sri Lanka and its member to the 11th Congress of the Communist Party of India (Marxist-Leninist) Red Star, member of Party and fellow delegates to the Congress.
Our two parties forged fraternal relationship several years ago, and the relationship grown closer with time, especially since the New Democratic Marxist-Leninist Party joined the ICOR four years ago. The NDMLP is highly appreciative of the valuable role of the CPI(ML) Red Star in encouraging and supporting the NDMLP to join ICOR and thereby strengthen links with fraternal parties from different parts of the world.
While the political situation in our two countries differs in many ways, there is much in common between the two parties. The historical circumstances that led to the emergence of revolutionary Marxism Leninism as a revolutionary force in our countries can be traced to the great split in the international communist movement in the early 1960s and struggles against modern revisionism.
The Marxist-Leninist tradition in Sri Lanka has a proud history of defending revolutionary Marxism against opportunist and adventurist tendencies. It was at the forefront of combating Trotskyism which had firmer roots in Sri Lanka than elsewhere in Asia. It also contributed significantly both in theory and practice in the international struggle against modern revisionism. The split with the revisionism in 1964 was a key turning point in the development of the Party as the main Marxist-Leninist revolutionary party of country.
Its defense of Marxism-Leninism as upheld by the Chinese Communist Party led by Chairman Mao Zedong during the Great Proletarian Cultural Revolution and understanding and defense of the Cultural Revolution were of historical significance at the time.
While learning from the great revolutionary experiences of Russia (later the USSR) and China as well as the revolutionary experiences of other countries, the NDMLP has avoided imitating the revolutionary path pursued in other countries, while respecting the policies and practices of fraternal parties as based on the objective situation obtaining in each country, and as matter that are subject to development and change.
The Party has struggled against dogmatic tendencies, which led to splits that weakened the party and the left as a whole in Sri Lanka, in a context where imperialism resurged in the 1970s as neo-colonialism and promoted oppression, narrow nationalism and identity politics to divide the oppressed masses. The Party withstood pressures to yield to narrow nationalism and to compromise with chauvinism, unlike other sections of the Sri Lankan left which compromised with nationalism to their worn grief. The Party has consistently adopted a principled position on national question in the post-colonial context by treating it as a friendly contradiction that could be resolved by granting nationalities the right of self-determination secession and creatively applying it to accommodate national minorities while creatively encouraging measures that will avert secession.
The Party was among the first of Third World Marxist-Leninist parties to declare that the term neo-colonial will be most appropriate to most former colonies and urging that since feudal production relation have mostly ceased, it will be appropriate to avoid calling most Third World countries semi-feudal. It, however, notes that feudal ideology and social relation remain strong even in the urban matters relating to gender and caste discrimination, if not oppression and archaic feudal beliefs sustained in the name of religion and culture so that it will be correct to refer to several Third World countries as countries with strong feudal remnants. But the Party does not indulge in debates on terminology with fraternal parties, as long as there is agreement on essential facts, there understanding and approach to addressing issues.
The Party has consistently urged the need for a united front strategy to resolve the pressing problems of the Country as well as to work towards its New Democratic goal (defined in the Sri Lankan context).
On the same basis, it has urged fraternal Marxist-Leninist parties to be mutually supportive, emphasize aspects that are common and resolve differences through serious and extended discussion in a fraternal spirit, and avoid acrimony as much as possible since it only helps the enemy to deepen division among revolutionary forces.
The Party has been sensitive to matters of identity based oppression and adopted stands that placed identity-based contradictions in the context of class struggle. It has lent unqualified support for the rights of those oppressed based on ethnicity, caste, faith and gender, and achieved historic success in its mass struggle (1966 to 1972) against untouchability in North Sri Lanka.
The Party has withstood oppression by the state and by the LTTE by being firm in its principles. It paid a price by way harassment, injuries and loss of life of members, arrest and prolonged detention, and inability to function normally for prolonged periods. But the Party never yielded and emerged morally stronger so that it remains the most credible Marxist political party in the country.
The Party upholds Marxism-Leninism-Mao Zedong Thought as its ideology and guiding light. It recognizes US-led imperialism as the main enemy of the people of the world. It recognizes class struggle as fundamental while recognizing the national question in Sri Lanka as the current main contradiction. It is on the fore in campaigning for environmental protection, gender and caste issues and in resisting suppression of democratic rights by the successive regimes and warning the public of rising threat of fascism.
The Party has made mistakes and corrected them through the process of criticism and self-criticism and inner-party democracy. It has always been willing to deal with dissent democratically and address criticism with an open mind.
I am here on behalf of the Party to learn from fellow participants and enrich the revolutionary thinking of the Party with the views and experiences that we share on this great occasion.
Let me wish once again all delegates to the 11th Congress of the Communist Party of India (Marxist-Leninist) Red Star on behalf of the New Democratic Marxist Leninist Party of Sri Lanka.

Dear comrades, member of Central Committee and delegates
On behalf of the entire Marxist-Leninist Party of Germany, we say thank you for your invitation and the possibility to take part in your 11th congress. I convey the warmest greetings from the MLPD Chairwoman Gabi Fechtner, from Monika Gartner-Engel, Main Coordinator of the ICOR and responsible person for internationalism of MLPD. Also the best wishes from Stephen Engel, the long-time chairperson of MLPD. He is now the head of our theoretical work. And also the greetings from all members of the MLPD, our Youth League REBBEL and from the Red Foxes — our youngest militants. We are celebrating the 100th anniversary of the November Revolution together with 50th anniversary of the beginning of our party building this year.
In the last years the chronic crisis proneness of the imperialist world system has spread and deepened enormously. It unfolds on the whole range of issues: such as the progressing transition to a global environmental catastrophe, the intensification of social conflicts and rifts, the political crises and crises of confidence — and especially the old imperialist forces and a couple of new imperialist countries are very busy with a general tendency to imperialist preparation for war. And the working class and the broad masses do well, if they prepare themselves to fight against this tendency and against every imperialist forces.
This tendency is part of a rightward development of nearly every imperialist government. We can see that India, which has the fourth strongest army of the world today, is part of this development. Our last Central Committee plenary session came to the conclusion that all these developments have the potential to lead to revolutionary fermentation. As harbingers of this we see a polarization in many countries and dialectical relation between the reactionary tendencies from the government and a progrsssive change of mood among the masses.
India has currently one of the biggest working class of the world: Millions of members of the international industrial proletariat are working in Indian and foreign monopoly-companies. It is very important for the communist world movement, which way these workers will choose.
We are happy about long-time friendship between our parties. We jointly work in the International Coordination of Revolutionary Parties and Organizations (ICOR) to prepare the international socialist revolutiona. We cooperate in the awareness-raising campaign on imperialism and in the construction of an united front against fascism and imperialism, which both were passed by the last ICOR world conference. We share our analysis and our experience and discuss them in constructive way in solidarity.
We surely are very excited about your discussion about class struggle and also about new tendencies in the imperialist world system and the seminar on this topic on Wednesday.
We wish you a fruitful congress with the highlight of the election of a new strong leadership for your party. Your congress has to answer important questions and we wish you great success with it.
After our last party congress, I became the new responsible person for the relation to India in our Central Committee. Your congress is my first visit to India. What a good opportunity to get to know India from its best side, from its revolution side. So again thank you very much for your cordial hospitality!
