In continuation to Modi’s speech on 12th May announcing Rs 20 lakh crores stimulus package, the FM Nirmala Seetharaman has started explaining how this stimulus shall be implemented in a series of press conferences from 13th May. Today she has started this process, under the guise of self-reliance, a series of measures are announced for MSMEs after changing the definition by raising their investment and turnover limit. But, there was not even a mention of the informal and unorganised sectors. No Immediate relief for the dying many millions of migrant workers. No direct money transfer to the starving millions. At the same time, she announced many tax giveaways to middle classes. The state governments are completely ignored, when they are in extreme crisis on account of heavy responsibility to deal with COVID-19,  and nothing to rejuvenate their financial position.. There was not even mention of the question of distributing the GST arrears due to states. Her high sounding and rhetorical presentation, had nothing concrete for the most deprived. There is a reference to more liberalisation in FDI, labour, land and necessary legal changes for that. But details are not announced..

 

When the whole world is in lockdown, Modi has no other option other than appealing for becoming "Atmanirbhar" (self-reliance). On the other hand, the "Make in India" program, announced by him after ascending to power in 2014, has become a farce and that slogan was a cover for transforming India in to a dustbin/dumping ground for MNCs In view of the announcements yet  to come, especially related to liberalisation in FDI, labour laws, land acquisition, etc., the fate of Atmanirbhar is not going to be different. Meanwhile, the 15 items taken up today are oriented towards rejuvenating middle classes with tax exemptions and money availability while nothing is there for the most deprived inter-state migrant workers. No mention on the transfer of GST dues to State Govts. COVID is an opportunity for shoring up the vote banks for the ruling regime. In the name of atma-nirbharatha, Modi is continuing his organized plan to hoodwink the masses to implement the RSS agenda. When Covid19 broke out, not perturbed by another wave of its outbreak, as WHO and many scentists are warning, Modi is trying to strengthen his corporate fascist rule, helping the mad race of the foreign and native corporate forces for further accumulation of natural wealth. So, showing any feeling about the plight of the millions of migrant workers and their families is alien to Modi.

Comrades, May 8th is the 75th anniversary of the liberation from Hitler fascism  which in effect marked the end of the 2nd World War though its formally ended with the nuking of Hiroshima by US imperialism on 8th August.  May 8 is greatly significant as it reminds us of  the heroic struggle and victory of the socialist Soviet Union and the Red Army supported by the revolutionary forces all over the world, and of the importance of the struggle against fascism and imperialist war in the struggle for socialism.

 

In the present international and national situation, observing May 8 has added importance. Internationally, the impact of the outbreak of the Covid19 pandemic mainly as a consequence of the devastation of the nature by capitalist imperialist system in its neoliberal/globalization phase has clearly shown that if Covid19 is only a virus, imperialism is the epidemic. Further intensification of the inter imperialist contradictions and trade war between US and China may take explosive forms with China’s moves to end dollar’s supremacy with its digital e-currecy eRMB. The attacks on the working class and on nature, in general on the world people, are intensifying so fiercely that the  overthrow of the capitalist imperialist system and advancing towards World proletarian Socialist Revolution has attained an unprecedented urgency today.

 

In our country, the developments following the breakout of Covid19 pandemic, have made the corporate fascist rule of Modi regime, which had taken more heinous, divisive  forms after its 2019 electoral victory, more barbaric. Modi rule is devastating the working class throwing the whole burden of the pandemic crisis, and of the already serious economic recession which has reached extreme levels now over them, as manifested in the colossal human tragedy through which the tens of millions of migrant workers inside India and abroad are going through for last few months. Along with the 40  crores of the casual/contract workers, all the urban and rural poor and the farmers, the oppressed sections, the dalits, adivasis, minorities and women, are facing acute misery and fascist attacks. At the same time, speeding up implementation of RSS agenda, it is whipping up Islamophobiato strengthen its divisive majoritarian Hindutva on the one hand, and spreading Sinophobia allying more closely with Trump administration. The only alternative before the broad masses of people is to throw out the RSS/BJP raj.

 

In this situation, let us observe the May 8, with the international slogans: upholding the ICOR slogans: Onward to strengthen the ICOR!, to construct the anti-imperialist and antifascist united front!, to strengthen revolutionary parties and organizations worldwide! And Onward to democracy, freedom and socialism!

 

And, along with the above international slogans, let us observe the May 8, raising following all India slogans also: Intensify ideological struggle against all anti-communist trends and unite the communist revolutionary forces! Strengthen the Party!, Coordinate all struggling left forces based on common program! Build broad based anti-fascist united front! Throw out RSS/BJP corporate fascist rule! Advance to People’s Democracy and Socialism!

[May 8th is observed as a day of struggle in the ICOR, especially in the Eastern European countries. This year is the 75th anniversary of the destruction of Hitler's fascism; the day therefore has worldwide significance.]

 

On 8 May 1945, the Red Army of the socialist Soviet Union defeated the fascist “Third Reich“ and attained the liberation of millions in the occupied countries, concentration camps and prisons. It attained the liberation of entire peoples and promoted the construction of people's democracies in Eastern Europe.

 

On 8 May 1945, German Hitler-fascism capitulated. The 2nd World War had raged on all continents for six years, and still years after the end of World War II bringing immeasurable misery and death. However, the result of the heroic struggle was that one-third of humanity was liberated from imperialism and capitalism and that people's democracies and socialism were constructed!

For anti-communist reasons, the Western Allies had hesitated for a long time to enter this war against Hitler because they wanted the aggressive German imperialism to fight against and defeat the construction of socialism in the Soviet Union. But they had not reckoned with the workers and the broad masses in the Soviet Union, who struggled and defeated Hitler in the firm conviction of constructing socialism in their own country.

Fascism is the deadly enemy of the working class, socialism and communism and their organizations. In the context of the present corona crisis, too, the fascist and proto-fascist governments, as in Hungary, Brazil, Israel, India and Turkey, are attempting to organize the transition to fascism or have build up a fascist system. In further imperialist countries like the USA, Germany, France or Great Britain the rightward development of the governments is also continuing to develop and has attained acceptance for proto-fascist ideas among certain parts of the population.

 

In different parts of the world fascism has increased under the cover of the Corona crisis.

May 8/9 is together with August 6 (Hiroshima) and September 1 (beginning of World War II) the international ICOR day of struggle against fascism and war.

 

"Every nation can celebrate this day in its own way. But the essence remains the same: Down with fascism! Down with capitalist wars!" (from a call by KSRD Ukraine)

 

As revolutionary world organization, the ICOR stands for the preparation of the socialist revolution and the construction of socialism, for democracy and freedom in the entire world. Celebrating 75 years of the victory over fascism and learning from this today means putting all our efforts into strengthening the revolutionary movement in the world, as is stated in the Founding Resolution: “The desire and search for a society liberated from exploitation and oppression has to become a force for changing society which overcomes the basic evil of the imperialist world system.“

Today, 22nd April, 2020, marks the 150th birth anniversary of V.I. Lenin, the great leader of the proletariat and oppressed peoples of the world. Lenin had come to the leadership of the Bolsheviks in the RSDLP, when the capitalist system had transformed in to monopoly capitalism, imperialism, when the imperialist countries had divided the world among themselves, and the inter-imperialist feud for re-division of the world was threatening the outbreak of a World War. By that time, the imperialists had already corrupted the working class leaderships of number of countries to labour aristocracy. They were putting forward many arguments like capitalism has changed, and there are possibilities for working with them. These social democratic leaders were dominant in the Second International. So, in the Basle Conference of the SI, 1913, when Lenin moved the resolution  in case the War breaks out  “the working class should not support the war efforts of the bourgeoisie of their countries, but strive to transform the imperialist world in to a civil war for capture of political power”, he had to fight bitterly to get it approved with a slender majority. But, when the First World War really broke out in 1914, the social democrats of most of the imperialist countries, rejecting this stand called on the working class to join the war efforts of the ruling class of their countries.  This meant the liquidation of the SI, and evaluating this Lenin declared that with this the real meaning of social democracy has become renegacy, class betrayal.                                                              

 

It is in this context, Lenin studied what is imperialism and came out with his great contribution to the development of Marxist theory, Imperialism, the highest stage of capitalism. It showed imperialism is barbarism, it has shifted the centre of revolution from the capitalist imperialist countries to the weak links of imperialism like Tsarist Russia, and to the large number of countries under colonization, the colonial, semi-colonial, dependent countries. Based on this, he fought against the social democrats in the RSDLP, the Mensheviks, and the anarchist Narodniks, strengthened the Bolshevik party as the vanguard of the revolutionary proletariat, built the Soviets of the workers, peasants and the soldiers who were coming back from the war front after the defeat of Tsarist forces in the war. While the Mensheviks were for allowing the Kerensky government which had come to power following the overthrow of the Tsars in the 1917 February Revolution, through his brilliant April Thesis showed why should the Bolsheviks go for capture of political power, united the Bolsheviks around him, led the October Revolution to victory, formed the Soviet Union, and launched socialist transformation, breaking the chain of global imperialism.                 

 

Lenin explained Soviet Union as the base area of world revolution. Uniting the communists who upheld October Revolution, in 1919 he led the formation of the Third, or Communist Inernational, calling for completing the socialist revolution in the imperialist countries and the People’s Democratic Revolution in the countries under colonization for completing the World proletarian Socialist Revolution.  These great strides forward led by Lenin at a time when the social democracy was spreading frustration and renegacy, inspired the working class and all oppressed classes and sections to move forward challenging imperialism and its lackeys of all shades. The process of building communist parties around the world was taken up enthusiastically.                                    

 

This great victory was possible as Lenin could develop Marxism according to the new situation when capitalism had transformed to imperialism, study the concrete conditions of Tsarist Russia through many contributions including the “Development of Capitalism in Russia”, built the Bolshevik Party surrounded by class/mass organizations, politically preparing the working class from a “class in itself to a class for itself”, building the Soviets as the centres people’s power, and taking the tactical moves according to fast changing situation. He was prepared to listen to others and was always ready develop his revolutionary perspective. As a result, he could give great contribution in every field always putting forward propletarian internationalism in the forefront.                                                                   

 

It was the victory of the great October Revolution in the background of First World War, which instead of solving the question of re-division of the world, led to more antagonistic inter-imperialist contradictions, and in the background of intense economic crisis which later led to the great Depression, enabled Lenin to take lessons from them and to lead Soviet Union to launch socialist transformation making it capable to advance without affected by it actually broke out in 1930. In spite of the severe setbacks suffered by the socialist forces in the post Second World War period,  Lenin’s teachings inspire us to surmount all difficulties and to march forward once again advancing the World proletarian Socialist Revolution. As Lenin taught us, in this ‘era of imperialism and proletarian revolution’, in spite of imperialism succeeds to shift all the burden of its repeated crisis, taking lessons from these, the working class and the oppressed people shall once again rise up in  a mighty wave of revolutions, overthrowing imperialism and advancing socialism as the only alternative before the people.
