Dear friends and comrades around the entire world! 

Today the ICOR is ten years old and sends you warmest revolutionary greetings on this occasion! On October 6th, 2010, 90 years after the October Revolution and the founding of the Second International in Berlin, we celebrated its founding in an international festive ceremony. The Founding Resolution summarized: "The time is ripe to counter highly organized, globally linked international finance capital and its imperialist world system with something new - the organized power of the international revolutionary and working-class movement and of the broad masses in a new stage of the cross-border cooperation and coordination of the practical activity.” Words were followed by deeds! The ICOR has been consolidated and strengthened. Founded by 41 revolutionary organizations and parties on four continents, it has grown to include more than 60 member organizations on all five continents of the world. Congratulations on these successful ten years and many thanks to all ICOR organizations for their great efforts, their persistent work; many thanks to all those for their selfless commitment in taking over functions and responsibilities - from the first groundbreaking Main Coordinator Stefan Engel to the newest pending ICOR admission applications from Portugal and Siberia; to all friends of the ICOR and all allies all over the world. The basis for the growth and attraction of the ICOR are the far-sighted fundamental guidelines and principles decided ten years ago, when they are actually being lived and realized:

  • In the face of many remaining differences among the revolutionaries of the world, common organization on the basis of ideological-political core questions: revolutionary overcoming of the capitalist/imperialist system; perspective of socialism/communism; necessity of the dictatorship of the proletariat; leading role of the working class; a clear dividing line to revisionism, anarchism and Trotskyism.
  • Each organization decides itself in which activities of the ICOR it participates – however, if a commitment is made, it must be carried out reliably!
  • Ideological-political unification step by step with seminars, the right of every organization to make monthly contributions to discussion on the website and, last but not least, with resolutions which only become valid with the majority consent of the ICOR organizations. In the year 2020 alone, 15 resolutions on the burning issues of the time were drawn up on the initiative or with active participation of many ICOR organizations.
  • Financial independence. Everyone pays a self-defined contribution - but this reliably. The ICOR finances its work exclusively from membership dues, donations and imaginative financial activities. It is free of debt.
  • Proletarian culture of debate, mutual respect and attention to the sovereignty of the member organizations.
  • Policy of open doors for membership or cooperation with others.

 

The main task of the ICOR is the practical coordination and cooperation on these foundations. It has already taken important steps in this direction:

  • On four internationaldays of struggle of the ICOR - May Day, March 8th, the days of commemoration and struggle against war and the environmental day of struggle - the ICOR organizations strive to become active together on the basis of a common call with demonstrations, awareness-raising meetings and publications.
  • Practical solidarity in the struggle for democracy, freedom and socialism with the climax of the solidarity pact with the Kurdish liberation struggle; the construction of the health-care center with 177 brigadists under most difficult conditions, today a maternity clinic in Kobane, where thousands of babies have been born in the meantime.
  • A highlight was undoubtedly the ensemble for the 100th anniversary of the October Revolution - starting with publications and activities in the individual countries, an international seminar with 60 participating organizations from 40 countries and the climax of activities and demonstrations in St. Petersburg from 05.11. to 09.11.2017.
  • The continental coordinations organize joint campaigns or also seminars, such as on the environmental issue, on new phenomena in the imperialist world system, for example on the controversially discussed question of the new-imperialist countries.
  • ICOR organizations appear together militantly and critically at international conferences such as the World Climate Conferences of the UN.
  • The ICOR initiated and supported campaigns with other revolutionary associations like with the ILPS against nuclear power in the year 2011.
  • It is an active partner and driving force of non-party affiliated associations worldwide. For example, the important international coordination of miners and automotive workers or at two world conferences of grassroots women so far.
  • Oriented toward the future are the conferences of peasants and agricultural workers, which have already been held several times regionally and are planned as worldwide events in the future.
  • Together with the ILPS, the ICOR has meanwhile taken the initiative and created essential preconditions for the worldwide building of an antifascist and anti-imperialist united front.

These jointly achieved successes cannot be valued highly enough. They stand out attractively from the deserved decline or the splits of revisionist, Trotskyist or sectarian-separatist alliances. Without exaggeration and with pride we can therefore say today: the ICOR has become the living and initiative exponent of the revolutionary associations of the world. Without splits, signs of disintegration or liquidationist quarrels. But nothing would be more foreign to the ICOR, nothing would be more inappropriate than complacency. Considering the tasks that the future poses for the revolutionaries of the world, the ICOR is still in its infancy and still has a lot to learn and build up. It faces enormous challenges to put its guidelines and principles into practice consistently and at all times. Above all, it must further develop actual practical cooperation and coordination. It must be even more determined to identify, discuss and clarify the present burning ideological-political questions on time and to work consistently on awareness-building and organizing. We are currently experiencing the deepest world economic and financial crisis, intensified by the corona pandemic. The transition to a global environmental catastrophe is accelerating. Mass poverty, mass unemployment, millions of refugees, hunger, epidemics and wars are attacking and threatening the foundations of human life. The inter-imperialist competitive struggle with the growing number and aggressiveness of the various imperialist forces is intensifying and extremely dangerous. The exploitation and oppression of the international working class are being pushed to the extreme. The double exploitation and oppression of the masses of women and the brutal violence against them is intensifying. The youth are only provided with a future in capitalist barbarism! The ruling powers respond to class and mass struggles with state terror, the fascistization of the state apparatus and the suppression of the revolutionary forces. One of their main methods today is openly reactionary or modern-looking anticommunism. Its representatives pretend to be critical of capitalism, but declare it to be without alternative, all efforts to find a revolutionary perspective to be pointless, and they rant against the alleged "Stalinists" and "Maoists". Today anticommunism is more and more proving to be a decisive obstacle in the consciousness of the masses, for the development of class consciousness and for the decision to fight for democracy, freedom and socialism. Primarily for this reason, scientific socialism still has a relatively weak influence in the world's major struggles and movements. However, in the deepened crisis-proneness of the imperialist world system, the ruling powers are often no longer able to govern in the old way. The masses increasingly do not want to live in the old way. In more and more countries, general societal crises are emerging and worldwide the accelerated tendency towards an general societal crisis of the imperialist world system. The working class, especially the international industrial proletariat, is making its voice heard with determined struggles. Women are rising worldwide, especially in mass movements against discrimination and violence against women. Environmental activists are increasingly recognizing the need for society-changing orientation. The youth of the world rebel against exploitation and oppression, against racism, fascism, state terror, militarism, environmental destruction and anticommunist patronizing. The biggest problem in these diverse struggles is the often missing or too weak forces of Marxist-Leninist party building in the individual countries as well as effective international cooperation. Our entire attention must be focused on the dialectics of targeted party building in the individual countries and the decisive strengthening of our international cooperation in the ICOR and the anti-imperialist united front. The ICOR looks optimistically to the future. We live, work and fight for our socialist, communist ideal of freedom. The political situation in the world is crying for a solution. Never before, alongside the immense destructive forces, have the material conditions for the construction of socialism been so pronounced as today. Let us work even more resolutely to fulfill our historical societal roleLet us take the 10th anniversary of the founding of the ICOR as the occasion for a great initiative: Revolutionary organizations of the world - join the ICOR and the anti-imperialist united front! Draw your consequences from the fact that today the imperialist world system can only be fought and defeated in a coordinated way across borders. Overcome skepticism or doubts and place your trust in the power of our common, critical-self-critical process of learning! We call upon the member organizations of the ICOR:

  • Be determined in winning members - for the party in your own country, for the ICOR and the anti-imperialist united front.
  • Invest more efforts of your parties in the international work!
  • Strengthen your initiative and activity in the actual practical coordination and cooperation, especially on the continental and regional level.
  • Let us identify, discuss and clarify the ideological-political core questions in the preparation of the international socialist revolution even more consistently .

2021 marks the 150th anniversary of the Paris Commune, the establishment of the world's first dictatorship of the proletariat. Wouldn't this be an excellent opportunity for the ICOR organizations to meet with other revolutionaries of the world to discuss the lessons of the Paris Commune, to apply them to today and to join forces even more closely? We do not yet know how the corona pandemic will continue - but we will find ways and means. The international revolutionary and working-class movement can, must and will become a force superior to imperialism. Forward with the building of ICOR, the anti-imperialist united front and strong revolutionary parties in all countries! Workers of all countries and oppressed peoples, unite! Forward in the struggle for democracy and freedom, forward to international socialist revolution.

 

August 6 is commemorated world-wide as Hiroshima Day.  On that day, and again on August 9 at Nagasaki, atomic bombs were used for the first time. Their use against civilians was a war crime.

On August 15, Japan announced its surrender. That day (August 14 in the US and Europe) was long celebrated throughout Asia as Victory over Japan Day (VJ Day).

The defeat of Japanese imperialism, part of the fascist Axis bloc, was at the same time, the beginnings of US imperialism’s violent assault on the peoples of the world in its quest for total domination.

Today, 75 years later, the world economic and financial crisis and the Corona pandemic are driving   global imperialist rivalry and the rightward development and fascistisation occurring in many countries.

US imperialism emerged relatively unscathed from war against the fascist powers and embarked on a ruthless path towards superpower status. It faced a challenge from Soviet social-imperialism until the latter’s implosion in the 1990s, and recently has been confronted by China, where a restoration of capitalism has seen that country take the road to imperialist ambition.

The rivalry between the US and China is particularly acute in our Asian region with each power playing a dangerous game of economic and military push and shove against the other. At the same time, the pandemic is being used to erode people’s rights and to cushion the capitalists’ economic crisis by placing greater economic burdens on the shoulders of the working people.

Under these circumstances, it is imperative that we find ways to lift the level of struggle against imperialism and fascism.

Hiroshima Day rallies and other commemorative events, even with social distancing restrictions, will provide opportunities for participation and correct messaging.

But we must also build organisation.  That is, we must strengthen and broaden our own individual parties and organisations as well as building the membership, reach and influence of the ICOR-ILPS initiative of the International Anti-Imperialist and Anti-Fascist United Front.

Fight to defend democratic rights and freedoms and end state-driven trends to fascism!

We Are pleased about the recently admitted new ICOR member, the Socialist Party of Bangladesh (SPB). Thus the ICOR (International Coordination of Revolutionary Parties and Organizations) has grown to 60 members, ten of them on the continent of Asia, which is by far the most populous continent. This strengthening of ICOR is an important signal in the time of increasing crisis-proneness of capitalism, currently the deep world economic and financial crisis and the Corona Pandemic associated with crises. The SPB is the second ICOR party in Bangladesh. Thus its membership also expresses that the revolutionaries today are approaching each other.

The SPB is a party whose roots go back to the liberation struggle against British imperialism. When it was founded in 1980, the comrades drew consequences from the revisionist betrayal of socialism in the Soviet Union and China. The party is closely linked to the manifold struggles of the popular masses, especially the workers and peasants in Bangladesh. Various mass organizations, including scientists and medical doctors, and a children's platform are affiliated with it. For the ideological-political education of its members, it organizes a system of study groups.

In the application for membership in the ICOR, the Secretary General Khalequzzaman writes: "We think our struggles at this moment are almost similar in nature. If we become a member of ICOR we can exchange our views and ideas more and it will help us wage our struggles together against our respective capitalist rulers and the world imperialist power as well.”

Since 1999, the SPB has been working for an alliance of all left forces in Bangladesh. Currently, this is the Left Democratic Alliance (LDA), in which, among others, both ICOR parties work together. These experiences are especially important for the construction of the international anti-imperialist and anti-fascist united front, which the ICOR and the ILPS (International League of People's Struggles) have launched.

Since the murder of the African American George Floyd on 25 May in the city of Minneapolis, mass unrest is spreading and escalating in the USA. In the entire country, mostly young people are rising against police violence and racism and demanding justice. In the meantime this movement has become an international one with millions of participants. The responsible police officers must all be indicted and convicted! In the entire world the murder of George Floyd has become a symbol of racist oppression and people rally in the streets against it, and against the rightward development of imperialist governments – young and old, people of different skin colour together.

Racism has a long history in the USA. The often embittered struggles against it cost the lives of countless people. Racism has always been used as a method of division to counter the development of working-class solidarity. For years the resistance of African Americans has included the struggle against police violence. But there is more at issue with the current mass unrest. In the USA the world economic and financial crisis has led to a rapid increase of unemployment to currently 40 million, to poverty and misery, especially among the especially exploited and oppressed minorities. Many people can no longer pay their rent and are even losing their health insurance in the midst of the pandemic. The corona-crisis has already cost the lives of more than 100 000 people. The inter-penetration of the world economic and financial crisis, the corona-crisis, the environmental crisis and the economic relapse of US imperialism has developed an enormous impact and depth. This combines with an open political crisis and an intensification of societal polarization.

The Black population and the population originating from Latin America is especially affected by this development. A large part of the workers in the USA who are especially exploited and oppressed are Black! It is especially young people and women who see their futures threatened and are rising up against the effects of this imperialist social system! The demonstrations are encountered with brutal police violence. People are drawing their conclusions. Outrage, bitterness and anger are unleashed – but especially the determination to never again accept racism as a normality and the wish for societal alternatives.

The ruling class is developing a propaganda campaign of intimidation and division. In an openly anti-communist manner, Trump brazenly claims that the demonstrators are “radical left, anarchists and anti-fascists” and declares them to be “terrorists“. With the mobilization of the National Guard by different US governors at Trump's behest and his demand for the deployment of the US military to suppress the protests openly fascist methods are practiced. Trump shows that he's ready for anything. In the USA and worldwide people reject police brutality and growing repression and because of that question more and more the societal relations. The daily mass protests all over the country have among other things achieved that Trump has withdrawn the National Guard from Washington. Everywhere also police officers are deliberately siding with protesters.

Like in a burning glass, the entire crisis-proneness of capitalism and the continuing destabilization of the imperialist world system is expressed. This is a challenge for the workers and masses in the USA. They deserve the unshakable solidarity of the revolutionaries and masses of the entire world! The turmoil in the USA, in connection with the struggles being led worldwide, has the potential for a revolutionary movement for societal change. The strengthening of the revolutionary forces is of great importance! The ICOR will do everything to anchor genuine socialism as an alternative to the rotten imperialist system.

ON THE CURRENT CRISIS OF CAPITALISM AMID COVID

Joint Statement by Anti-Imperialist and Anti-Fascist United Front (AIAFUF)

The Industrial Age saw capitalism progress, squeezed profits from human labor, amassed great wealth for a few and impoverished the masses. The 20th century saw the rise of monopolies, formation of financial oligarchies, the export of capital, international combines, and a world divided and redivided by war. It was also a battleground for socialism. The working-class and oppressed peoples fought, won and suffered setbacks. Yet, history goes forward.

The reintegration of former socialist countries into the world monopoly capitalist system aggravated the systemic and periodic crises of capital accumulation under capitalism. Before the close of the last century, a paradigm shift for neo-liberalism and liberal democracy ruled. The U.S.-led “War on Terror” and several regime changes failed to revitalize the economy. Fascism reared its ugly head passing the imperialist crisis on the working people and poor nations.

The financial crash of 2008 has led to worse crisis of the world capitalist system and to a far bigger fall of the financial and economic system in 2020 at a rate faster than that of the Great Depression of 1929 onwards. The neoliberal policy regime has become more bankrupt than ever resulting in unprecedented accumulation and inflation of assets of the financial oligarchy and monopoly bourgeoisie, unsustainable debts, depression of the economy as the consuming public is impoverished and the escalating contest of the fascist and anti-fascist currents throughout the world.

The current plunge of the world capitalist system coincides with the spread of the Covid-19 pandemic. The pandemic has become a greater crisis than it should be because the prevailing imperialist system and the current neoliberal economic policy has destroyed public health systems and also dictates to impose austerity on the people further enforced by the neoconservative policy of increasingly repressive and militarist measures. The accelerated enviromental crisis as well exacerbates the social, economic and health impacts of the pandemic and contributes to the emergence of new pandemics.

The number of the ailing and dying is staggering. Half of humanity is in lockdown. Desperate quarantine measures resulted in massive job and income losses. Suffering the most are workers, the unemployed, the youth, women and children, migrants, people of colour, the rural poor, and those in congested jails.

Trillions of dollars, Euros and Yuan seek a way out of the crisis. The police and the military, the coercive powers of the state, enforce stricter lockdowns and quell dissent. The people, even at home, are restless. They want a way out of the crisis. They want a stable and sustainable future.

Over a century of imperialism, of profit-driven plunder and wars, killed millions of people and will not save humanity. The people are crying out for systems change. Use the social wealth created by the working people to guarantee jobs and incomes, provide economic relief and medical services. Redistribution of wealth, taxing the rich, is not enough. Bailouts should not be for corporations. Production and exchange should be for the people. Socialism is the only viable alternative. We must nationalise strategic sectors including banks and financial systems and put these in the hands of the workers. Now should be the era for the common good.

In line with our long-term aspirations, we assert these immediate and urgent demands:

  1. Guaranteed incomes and benefits, cash grants and relief for the working people now.
  2. Epidemic management upholding peoples’ rights, mass testing and adequate health services for the people.
  3. Social protection for the farmers, workers and the toiling masses.
  4. No bailouts for big corporations, implement bail-outs for the working class.
  5. Cancellation, not simply relief, of onerous foreign debt of poor developing countries.
  6. Suspension and renegotiation of unequal trade agreements.
  7. Mobilize science and technology for the people.
  8. Nationalize public health systems, resist and condemn neoliberal polices.
  9. Respect democratic and human rights; release all political prisoners.
  10. Lift sanctions against 30 countries and territories including Cuba, Venezuela, Palestine and the DPRK.
  11. Re-channel military budget to public health and social services.

We need to educate the people, expose the roots of the crisis, know the needs of the people and find ways to support them, and oppose increasing militarism and fascist measures.

Fight back imperialism and fascism! Assert people’s welfare and rights! Struggle for sovereignty, democracy and socialism!

ICOR RESOLUTION: 75 YEARS VICTORY OVER FASCISM

[May 8th is observed as a day of struggle in the ICOR, especially in the Eastern European countries. This year is the 75th anniversary of the destruction of Hitler's fascism; the day therefore has worldwide significance.]

On 8 May 1945, the Red Army of the socialist Soviet Union defeated the fascist “Third Reich“ and attained the liberation of millions in the occupied countries, concentration camps and prisons. It attained the liberation of entire peoples and promoted the construction of people's democracies in Eastern Europe.

On 8 May 1945, German Hitler-fascism capitulated. The 2nd World War had raged on all continents for six years, and still years after the end of World War II bringing immeasurable misery and death. However, the result of the heroic struggle was that one-third of humanity was liberated from imperialism and capitalism and that people's democracies and socialism were constructed!

For anti-communist reasons, the Western Allies had hesitated for a long time to enter this war against Hitler because they wanted the aggressive German imperialism to fight against and defeat the construction of socialism in the Soviet Union. But they had not reckoned with the workers and the broad masses in the Soviet Union, who struggled and defeated Hitler in the firm conviction of constructing socialism in their own country.

Fascism is the deadly enemy of the working class, socialism and communism and their organizations. In the context of the present corona crisis, too, the fascist and proto-fascist governments, as in Hungary, Brazil, Israel, India and Turkey, are attempting to organize the transition to fascism or have build up a fascist system. In further imperialist countries like the USA, Germany, France or Great Britain the rightward development of the governments is also continuing to develop and has attained acceptance for proto-fascist ideas among certain parts of the population.

In different parts of the world fascism has increased under the cover of the Corona crisis.
May 8/9 is together with August 6 (Hiroshima) and September 1 (beginning of World War II) the international ICOR day of struggle against fascism and war.

ICOR RESOLUTIONS: ON ENCROACHMENT IN NEPAL BY INDIA

India issued new political map on November 2nd, 2019, putting Nepal’s land of about 372.37 square kilometer from Limpiadhura to Kalapani in its territory. Kalapani lies at the western tri-boarder point where Nepal, India and China meet. The Mahakali River originates from Limpiadhura, Kalapani. According to the 1816 Sugauli treaty (Article 5) signed between the then East India Company and Nepal, the river demarcates India and Nepal. However, India has now officially claimed the Kalapani area as its own, ignoring and disregarding the past treaty and international law.

It is this act of aggression from India that has put Nepal in great risk of losing its own precious piece of land. Following a humiliating defeat in the Sino-Indian War of 1962, Indian troops entered Kalipani of Nepal and built military outposts. Ever since India has gradually intensified its occupation, with new step creating a public outrage in Nepal. During the most recent protests, Nepalis fulminated against India’s act of legitimizing its claim on a revised national map. The new map of India, published following the occupation of Jammu and Kashmir, includes the entire area of Kalapani as a part of India’s Uttarakhanda State.

As a result, streets of Kathmandu are angry, but the leadership in Singhadurbar is still hesitant to raise the issue with India with a strong determination. Though the present government and its Prime minister have categorically said that Kalapani is Nepal’s territory and they will solve the issue with India through diplomatic channels, yet the government has failed to achieve any concrete result, except sending a diplomatic note to India. India has acknowledged the receipt of Nepal’s letter, and it has given no firm date to enter into dialogue with on Kalapani dispute.

It is to be remembered that late Indian Prime minister A. B. Vajpayee in a 1997 visit, and current Prime Minister Narendra Modi in his 2014 visit, agreed to find the solution to the dispute over Kalapani through bilateral diplomatic talks, but the Indian government now maintains that its new map is accurate. So, Nepal needs to reiterate its commitment to take back the occupied land from India, mainly for defending its sovereignty.

Nepal is threatened by a comparatively superior power, India, which seems to have been encouraged to occupy Nepal’s land after its own troops marched into Kashmir despite the state being a territory of dispute between India and Pakistan. India has shown little regard to international law, and Nepal has been the victim of aggression from a superior power. In fact, Kalapani has become a textbook case of an aspiring great power militarily occupying a strategic territory of a smaller neighbor. India has occupied Nepal’s territory for the last six decades before officially including it recently in its national map.

The strategic value of occupying Kalapani for India is in large part to gain an advantage against superior rivals, China. In this context, Nepal may need China’s cooperation while dealing with India’s aggression. Since the 19962 War, China has surpassed India in economic and military might. For this reason, India might have occupied Kalapani to gain militarily strategic advantage against China.

Whatever India’s claims and objectives, Limpiadhura, Kalapani, is the origin of the Mahakali River, the boarder point of Nepal as per Sugauli treaty. Another reason behind India’s occupation of this area is its accessibility compared to other surrounding mountains providing an excellent location for an Indian military base. Nepal’s claim is supported by Nepal-China treaty signed on March 20, 1960. In this light, China could be positive in supporting Neplal’s claim while settling the dispute with India.

Water experts of Nepal and Britain in 1916 had publicized the fact that Kutiyangdi River flowing Limpiadhura is the Mahakali River. All maps issued from 1818 to 1856 testify that the same river is the origin of Mahakali River. In the treaty with China, same proof was forwarded to assume the river as the tri-boarder point. All these proofs are with Nepal, but India has distorted facts and figures, exemplifying its hegemony over Nepal. Nepal had objected to China and India when in 2015 they reached an understanding to make Lipulake as the point for exchanging trade between two countries without consulting Nepal.

Nepal has been raising its voice to take back the occupied land, and people of all sectors have given support to Nepal’s stance. However, the present government has been quite slow in pursuing the matter with an urgency. We want the government to act firmly and decisively. If India doesn’t come to the table of talk, Nepal should internationalize the issue taking it to the SAARC, UN and international forum. Maps issued before and after 1860 Sugauli Treaty are in the Library of Congress, Washington, and, British Librar, London, and in the libraries of China, India, and Russia. Now in Nepal too, some individuals have taken the copies of those maps to be given to the Nepal’s government. The fact that the river originating from Limiadhura is Kalinadi is supported also on the basis of water science. Even the census taken in 1964 also proves that the entire Kalapani is a Nepal’s land. In the 1958 election, the people of Kalapani had voted for the candidates of different parties of Nepal. The voters list of that year is still safe as a proof to support Nepal’s claim. All these proofs and documents are sufficient to give counter response to India in order to get back the land occupied by India nullifying all international norms of relations.

The ICOR strongly condemns the horrendous abuse of the desperate situation and hopes of the refugees in Turkey by the Turkish and Greek governments and the EU.

This was triggered by the barbaric escalation of the war in the Syrian province of Idlib. There Russia and the Assad regime on the one side oppose Turkey and the Islamistic-fascist militias on the other. In the crossfire are the people living there, especially women and children are mainly affected. 900 000 people are fleeing, 250 000 of them are children and youth. Only the democratic forces in Northern and Eastern Syria (Rojava)  have welcomed and taken care of the refugees in an exemplary way.

After several military setbacks Erdogan seriously called upon NATO for an „alliance case”. This would have meant a direct military confrontation of important imperialist world powers and so possibly the start of a world war. This could not be implemented in the NATO countries in face of resistance and the outrage of the masses.

In order to exert pressure Erdogan now cancelled the scandalous EU-Turkey deal, which had the goal of shutting the borders of the EU for refugees in exchange for large payments and which violates the right of flight, the right of asylum and the rights contained in the UN Refugee Convention for millions of people. Thousands of people were brought to the borders by the fascist Erdogan regime, where they were driven back from the Greek side with brutal force, including the use of tear gas and water cannons. At the same time, the Turkish police did not let them out of the border area again. In „no man’s land” women, men and children are freezing and starving.

For years, people on the Greek islands have been showing solidarity with the refugees in an exemplary manner. But their strength has come to an end. In camps set up for 8000 people there are now 42 000! When the people on the Greek islands demonstrate they are encountered with brutal special task forces of the Greek government. On the Greek islands the living conditions are also deteriorating through the imperialist refugee policy. In completely overcrowded camps refugees are forced into inhumane conditions in rain and cold. Fascists from all over Europe are trying to create a Pogrom atmosphere among the population of the islands and are driving refugees who have landed back into the sea, insulting, threatening and traumatizing them.

The EU as one of the richest imperialist confederations of states in the world has nothing better to do than to receive the refugees with tear gas, clubs, sharp ammunition and the imperialist troops for border protection Frontex. From secretly taken videos we have learned of transports from „no man’s land” back to Turkey in buses in which children and women  have died miserably. In the meantime, they are also using the corona virus to expand their proto-fascist and anti-immigration policy.

In this situation broad protests against the entire failed imperialist refugee policy and against fascist terror are required. The causes of flight lie in imperialist exploitation and oppression by the imperialist countries! The fight against them must be taken up – in the self-organization of the refugees in close alliance with democratic and revolutionary forces in the respective countries.

In numerous Greek cities as well as in various large cities of the EU demonstrations against the refugee policy of the EU have already taken place. The self-organization of the refugees, hand in hand with the population in active resistance is the key to cope with the current emergency situation.

The causes can only be eliminated with the struggle against the imperialist world system. ILPS and ICOR have called up to build up an international united front against fascism and war. It is fundamentally opposed to the imperialist re-division of the world on the backs of the peoples.

Struggle against the imperialist EU and its inhumane policies, which allow ten thousands to die miserably in the Mediterranean and in the deserts.

Struggle in the EU countries against the causes of flight, for taking up the refugees in the EU countries and for their integration among the struggling masses of the respective countries!

The fascist Bharatiya Janata Party (BJP) government led by Narendra Modi, the political front of the fascist RSS (Rashtriya Swayamsevak Sangh or “Nationalist Volunteer Force”) has speeded up efforts to undermine the present citizenship rights based on the 1955 Citizenship Act, which ensures citizenship to all residents and to all born in the country. In the name of helping refugees from Pakistan, Afghanistan and Bangladesh who have migrated due to religious discrimination, the Citizenship Amendment Act (CAA) was adopted by parliament on 12th December, 2019, giving citizenship to all refugees who have entered India till 2015, except Muslims, from these countries, violating the secular principles of the Constitution.

According to an earlier amendment to the 1955 Citizenship Act, adopted during the earlier BJP government of 1999-04, the Modi government has issued orders to prepare a National Population Register (NPR) from 1st April to 30th September 2020, and a new National Register of Citizenship (NRC) based on the CAA. Under the NPR survey all citizens shall be asked to give their details as well as of the parents including papers of land/houses owned by them. Those who do not have such papers will be called “Doubtful Citizens” (DCs). Not only majority of the Muslims, but the scheduled castes (Dalits) and scheduled tribes (Adivasis) along with other backward sections are landless and houseless, illiterate, who migrate to new areas of work frequently. They have very few records and most of accepted records like passports, voter ids etc have been held to be ineligible for proof of citizenship. It is estimated that 200 million may become DCs when the NPR is made. They will be given 3 months time to prove their citizenship before the Foreigners’ Tribunals. In this almost all will fail, as happened recently in Assam, where an NRC was prepared.

Then the CAA will ensure that Muslims noted as DCs will lose citizenship. The others, the Hindus, Sikhs, Jains, Budhists, Parsis and Christians, can get citizenship based on CAA, if they prove they migrated from Pakistan, Afghanistan or Bangladesh due to religious persecution, which 99% of them cannot prove. So, in this first phase of the communal, ethnic cleansing nearly 200 million people, half of them Muslims will become stateless. They will be thrown into Detention Camps being constructed all over India. This is in keeping with the RSS dream of building India as a “Hindu Rashtra (Nation)”. It is a horrific development under fascist Modi rule!

Recognizing this danger, soon after CAA was enacted, students revolted in many universities. Soon, to give it a religious slant, the students of Muslim run universities like Jamia Millia islamia University In Delhi and AMU in Aligarh, UP, were brutally attacked by the already saffronised police forces which have already been subject to penetration by RSS indoctrination. Soon students of almost all universities and other institutions all over the country came out in revolt, the Dalits and Adivasis started coming out. All secular democratic forces with many of the non-BJP parties also came out broadening the movement. The women of Shaheen Bagh, Delhi, launched an indefinite peaceful massive sit-in from 17th December calling for scrapping CAA/NPR/NRC. It soon became a symbol of resistance, with more than 2000 “Shaheen Baghs” coming up all over India. As the peaceful people’s movement started becoming broader and BJP lost elections in Jharkhand and Delhi state assemblies, where Modi campaigned based on CAA and majoritarian Hindutva1, heavily armed RSS goons along with the lumpen forces they mobilized, organized a pogrom in the northeast of the capital city, Delhi, with the police and administration remaining  mute spectator as the Muslims were targeted, torturing, killing many, attacking women, destroying thousands of houses and shops, burning or looting their property, forcing thousands to flee to relief camps. Even after a week the police, the central and state governments and the judiciary has not shown the necessary concern to help them. The Modi government is trying to target Muslims and to create atmosphere of state terror and fear to suppress the people’s resistance and to impose the CAA/NPR/NRC at any cost.  The CPI(ML) Red Star along with numerous other forces actively involved in the movement are mobilizing the masses to boycott the NPR. If the NPR is not blocked a humanitarian tragedy of colossal magnitude shall ravage India  under the fascist rule guided by the RSS,

Already the Indian Diaspora around the world have come out against this communal, ethnic cleansing under the pretext of NPR/NRC. Many governments across the world and democratic forces have expressed concern. The UN Commissioner for Human Affairs is trying to intervene in the Supreme Court hearing on this question. But the Modi government is arrogantly trying to deflect international public opinion claiming it is India’s internal question!

In this grave situation, the ICOR strongly condemns this large scale communal, ethnic cleansing by the Modi government leading to tens of millions of people including large number of religious minorities, mainly Muslims, and oppressed people becoming deprived of citizenship and thrown to Detentions Camps. ICOR supports the ongoing people’s resistance against it and calls upon all its constituent organizations to extend support to the people of India at this critical juncture.
