Modi-2 is in a hurry. Using the increased majority it gained in the 2019 Lok Sabha elections, it has accelerated its march towards the Hindurashtra. It is blatantly attacking the constitutional foundations of the Indian state systematically. For example, it has abrogated Article 370 and reduced J&K to two union territories without consulting the people of the state or its leaders in any form. In order to put down any resistance to this move passed by parliament on 5th August, it had moved huge additional military, para-military forces to the state, detained the leaders of all political parties except BJP, including three former chief ministers, ex MLAs and hundreds of activists, imposed curfew all over the state and cut all communications for the people on 4th August itself. The state is turned in to an open jail. But, in spite of state terror, people’s non-cooperation movement is spreading, and more forces are condemning this fascist act internationally. So, even while claiming it is removing the restrictions step by step, the attacks are deepened. More repressive measures like detaining Farooq Abdullah, a former chief minister for many years who was under house arrest, under draconian People’s Security Act today and many others are reported. These are blatant unconstitutional acts against the people of J&K who were never part of British India and who had joined Indian Union based on the special powers ensured under Article 370. Though temporarily the RSS/BJP forces in power may have gained, this attack on the federal principles of the constitution have alienated the people of J&K more than ever, and has become a threat to all nationalities who are constituents of multi-national India.
Home minister Amit Shaw’s chauvinist statement on strengthening the use of Hindi is in line with RSS’ call of one nation, one language, or Hindu, Hindi, Hindutva. The consecutive governments till now never implemented the principle of conducting all UPSC and other central examinations in all these national languages. The concept of three language formula was also never implemented by the Hindi states. Now, utilizing the failures of the different state governments where mother tongue is different, to get these principles implemented as a cover, RSS/BJP is trying to impose Hindi through all covert means, with the claim that it will strengthen the country. On the contrary, this chauvinist, divisive move is striking at the federal principles of the constitution. If not challenged and stopped, it shall only lead to the weakening of the unity of the country achieved through the great sacrifices of hundreds of thousands of martyrs and freedom fighters.
The move to implement the NRC/Assam final list announced on 31st August in which 19, 06, 657 residents of the state are declared stateless is another pernicious move by the RSS/BJP forces. Either Bangladesh or any other country is going to receive them. So they are going to be thrown in to Detention Camps constructed in the model of Nazi concentration camps. Instead of taking steps to ensure citizenship to these people in the spirit of constitution and UN’s Human Rights Declaration that all residents and born in the country are its citizens, the RSS/BJP is trying to communalize the issue. It is trying to get its Citizenship (Amendments) Bill already passed by the Lok Sabha, adopted by the parliament somehow, and to go for NRC in all states and at country level (NPR). It may lead to 20 or 30 million people becoming stateless if the BJP plans are fulfilled. All these people will be thrown to Detention Camps! What a colossal humanitarian tragedy it shall become? RSS parivar intoxicated with majoritarian Hindutva hysteria created through mob lynching and attacks on all those who oppose their dictations as anti-nationals are in the Nazi mind to create holocausts all over our vast country. Taking lessons from history all democratic forces have to categorically reject the concept of NRC and its implementation outrightly.
These steps and all other pernicious ancillaries pursued feverishly by the RSS/BJP forces, intensifying manuvadi divisions and destroying all renaissance values and inclusive democratic, cultural, scientific values, are conscious efforts to cover up the economic crises of the neoliberal/corporate system intensified by it through Modi-1’s demonetization and GST policies and through opening of the vaults of the PSBs to the corporates to loot, leading to present slow down becoming increasingly serious day by day. It has further destroyed the purchasing power of the people, throwing out millions from whatever employment they had and to unprecedented pauperizing of the masses. The people and the country are taken to a dangerous situation, with the RSS/BJP striking at the constitutional foundations which held our polity united so far.
This critical situation demands the united efforts of all struggling left, democratic and Bahujan forces, workers and oppressed classes and sections including dalits, Adivasis, backwards, minorities and women, and mass organizations and people’s movements to challenge and defeat the RSS/BJP fascist forces by creating public opinion and countrywide movements against it with the vision of a people’s alternative. We appeal to all struggling forces to get united for this historic task.

Stop clampdown in J&K, Repeal unconstitutional abrogation of Article 370 and down grading J&K to two union territories!
Joint Convention held at GPF, Delhi, on 13th September, calls for mass mobilization at Jantar Mantar on 15th October!.
With an appeal based on above slogans to all compatriots, to the workers and oppressed classes/sections including dalits, adivasis, backwards, minorities and women, to all struggling left, democratic and Bahujan forces, to mass organizations and people’s movements, a joint convention was organized on 13th September at Gandhi Peace Foundation (GPF), New Delhi,from 6 PM to 9 PM. The Convention was addressed by comrades KN Ramachandran,(CPI(ML) Red Star), Arun Maji (NDPI), Sheomangal Sidhantkar (CPI(ML) New Proletarian), Thakur Khanal (AINUS-Mulpravah), Dr Parvej Mian (All India Milli Council),KK Neogi (Bahujan Communist Party), Vidushi (Sarvahara Lokpaksh), Harish (Inquilabi Mazdoor Kendra), KK Singh (Lokpaksh), Ad. Pancholi (CFD), Somnath (JSM-Haryana), Daya Singh ( AIPM), ,Ajay Sinha, Christopher Gahatraj addressed the Convention explaining how Modi raj is communalizing every issue and trying to impose RSS goal of Hindurashtra through fascist methods while the vast masses of people are reeling under intensifying economic slow down throwing millions from their workplaces and impoverishing them The following Resolution was discussed and adopted by the Convention:
Compatriots, struggling people of our country,
1. We are living in an extremely difficult situation when every field, every issue is communalized by the Manuvadi Hindutva forces under Modi raj. It is creating atmosphere of hatred and intolerance, and unleashes fascist terror to impose its dictates. This is what is happening to the people of J&K where Article 370 and 35 A were abrogated on 5th August, downgrading the state to two union territories without consulting the people of the state in any form, and violating Constitutional provisions. The whole state is militarized, put under prohibitory orders and all communications and democratic rights are cut down. This Convention strongly condemns these steps of Modi-2 and demand the restoration of the special rights of the people of J&K including their right to self determination. It demands the immediate withdrawal of the army to barracks and restoration of all communications and fundamental rights of the citizens.
2. This Convention severely condemns the hasty way the NRC/Assam was constituted unconstitutionally and speeded up by the supreme Court, the final list was announced on 31st August declaring 19,06,657 people as stateless. Large number of them are Adivasis including Adivasis and dalits taken from Jharkhand, Bihar etc by Britishers for plantations, Nepalese, and almost half of them from resident Muslim minority, all of whom presently residents of the state. They are given 120 days to get clearance from Foreigners’ Tribunals or later from higher courts. Otherwise they shall be thrown in Detention Camps. This is a most inhuman step condemned by democratic forces internationally and within the country. This Convention demands immediate cancellation of the NRC/Assam list prepared against the constitutional principles; it demands that citizenship should be provided for all, as they are residents of the state and/or born in India.
3. Modi-2 is trying to get the Citizenship (Amendment) Bill, 2016, which was passed by the Lok Sabha on 8th January, 2019, adopted by the parliament somehow. It is against the secular values of the Constitution and for communally discriminating against Muslims in line with the Two-nation theory initiated by Savarkar, while granting citizenship to migrants (from Afghanistan, Bangladesh and Pakistan) including Hindu, Sikh, Buddhist, Jain, Parsi, and Christian. This Convention calls for the immediate withdrawal of this Bill.
4. According to the Ministry of Home Affairs’ Notification of 31st July, the Central Government has already decided to prepare and update the National Population Register(NPR) at all India level on a time bound manner, as the NRC/Assam was finalized, by starting the field work for it from 1st day of April, 2020 to 30th September, 2020. If this NPR process is taken up based on the Citizenship (Amendments) proposed in BJP’s Bill, with the aim of driving out ‘all migrants’, it will become binding on the whole population to prove their citizenship. It is apprehended that almost 20 millions or more people, who are born in India and presently staying here, may lose citizenship. It will create a horrific situation and an unprecedented humanitarian tragedy. This Convention demands that the whole process of NPR should be abandoned recognizing the criteria for citizenship based on the Constitution and international covenants adopted by the government of India. This Convention demands that construction of Detention Camps should be stopped forthwith.
In order to take these decisions of this Convention to the people and to create public opinion in support of it, all organizations who are part of this Convention, together other like-minded organizations, shall organize a people’s mobilization on 15th October at Juntar Mantar to put these demands before the government; all the constituents of this move shall constitute a joint forum and carry forward the campaign with the slogan “No to NRC/Assam, No to NPR, Citizenship is the fundamental right of every resident and everyone born in India”, coordinating with similar movements started in different states, to save the country from a horrific humanitarian tragedy and Constitutional crisis created by the fascist RSS/BJP regime.

We are passing through a very challenging period. On 5th August the parliament abrogated Article 370 and reduced the J&K state in to two union territories without going through any form of consultations with the people of the state or their representatives. Military, para military and police forces are deployed everywhere, preventive orders are clamped down and all forms of communications are cut. Many concerned people approached the Supreme Court, which is the authority and has right to give relief to people if the constitutional rights are violated; first group of people challenging the government action on J&K, and second group appealing against the clamp down and cutting down of all communications including the democratic rights of people of the state to go to their families and contact with them. On the first question, the SC ordered that it shall take up the question in October for hearing! On the second question, it has strangely asked the petitioners let us have faith on the government and give the government some more time before taking up the question! Only two or three individuals were allowed to go, see the individual they want to meet and return without meeting anyone else! At the same time the media is prevented from reporting what is actually happening. Government is putting pressure on the media to shut up. Foreign media reports about horrific tortures, suppression and resistance, while government and its officers repeating everything is perfect, and people are increasingly supporting govt action, while detention of thousands including MPs, ex-chief ministers, MLAs is continuing, and access to communication channels are by and large cut off still!
In spite of all these, even after many petitions to J&K High Court and the SC, they refuse to act! What has happened to our apex court? Meanwhile, the Supreme Court collegium headed by Chief Justice of India Ranjan Gogoi had on August 28 ordered the transfer of the CJ from Madras, Vijaya Kamlesh Tahilramani to Meghalaya. The Collegium had rejected her appeal asking for reconsideration of the transfer from a 70 judges strong Madras High Court to Meghalaya High Court with 3 judges. It is quite clear that it is a calculated humiliation of her, because she on May 4, 2017, when she was the CJ of Mumbai High Court, upheld the life imprisonment of 11 convicts in the gang rape of Bilkis Bano and the murder of her family during the 2002 Gujarat riots. She also set aside the acquittal of seven persons in the case including five police officers and two doctors, convicting them under sections 201 (tampering of evidence) and 218 (not performing duties) of the Indian Penal Code. As her plea is rejected and no explanation for this action is given by the CJI, it is crystal clear that the CJI and the collegium of the SC had ordered her transfer under dictates of home minister Amit Shaw!

Proposed Citizenship (Amendments) Bill Unconstitutional, Reject it!
Home minister Amit Shah has once again arrogantly asserted that Modi-2 shall get the Citizenship (Amendments) Bill, 2016, (CAB) adopted at any cost. This Bill for amending the 1955 Citizenship Act was introduced in Lok Sabha on July 19, 2016. Lok Sabha passed it on January 8, 2019. Now, according to his statement, BJP is planning to get it passed somehow in the Rajya Sabha, or if not possible, get it passed by a joint session of parliament. This bill is for granting citizenship to migrants (from Afghanistan, Bangladesh and Pakistan) including Hindu, Sikh, Buddhist, Jain, Parsi, and Christian, but totally excluding Muslims. Against this, in 2016 itself there were protests from the Northeastern states where BJP’s allies are in power. Now Amit Shah has issued the statement after attending the meeting of the chief ministers of Northeast and, it seems, winning over them by giving assurance that Article 371, giving certain special powers to these states will not be amended.
The Citizenship Act of 1955, a result of the freedom movement, recognized that every person who was born in India, irrespective of religion, would be eligible for citizenship. Another method of obtaining citizenship was through descent – if either parent was a citizen of India. A third method of obtaining citizenship was by registration of the migrants/refugees, or by the method of naturalization . The preamble of our constitution calls India a secular country. Article 15 of the constitution prevents discrimination, by the state, against any citizen on the basis of religion. It is clear that the proposed law is against the right to equality and the right against discrimination given by the constitution. These amendments show BJP government’s intention to follow Israel, the only country which allows citizenship on the basis of religion. This too is not on the basis of “naturalization” but on the basis of the unique “right of return”, a special Israeli law. All Jews have the right to return to the “promised land”! In fact, the true intentions behind the new citizenship amendments put forward is to establish the “right of return” to “Akhand Bharat” of RSS. They would like the whole of the sub-continent to become a part of a great Hindurashtra!

Citizenship is the fundamental right of everyone based on their residency and birth. So, along with intensification of the struggle for the issuing citizenship to all the 19,06, 657 people kept out of the NRC/Assam final list, we have to intensify the campaign to create public opinion to throw out the monstrous CPB and the proposed NPR as unconstitutional and against all international covenants

Modi-2 is trying to get this bill passed somehow, and to conduct an all India survey next year for a National People’s Register (NPR), demanding all residents of India to prove their citizenship! These are fascist moves towards its Hindurashtra goal, to cover up the intensifying economic recession, which is further impoverishing the masses and making many more millions jobless!
In this grave situation, it is our task to mobilize people and create public opinion with the demands: Cancel the NRC, Assam, Withdraw Citizenship (Amendment) Bill, 2016, Withdraw Home ministry order for all India survey for NPR (Peoples’ National Register). The establishment of the first Hindu Court in UP’s Meerut district on August 15, 2019 (72nd Independence Day) with Pooja Shakun Pandey, national secretary of Akhil Bharatiya Hindu Mahasabha, notorious for re-enacting ‘Gandhi assassination’ on last January 30, as the first judge should not be construed merely as symbolic. The judge then itself, pronounced that the Court will have proper jails and maximum punishment will be death. The bylaws of the Court based on Manu Smriti will be released on Gandhi Jayanti on October 2, and the names of five more judges will be announced then, who will take charge in different parts of the country. Meanwhile, Hindu Mahasabha has plans to set up similar courts in Aligarh, Hathras, Mathura, Shikohabad and Firozabad on November 15, the day when Nathuram Godse was hanged. The main motive of the courts, as per the Hindu Mahasabha leaders, is to settle the issues related to the Hindu community on fast track basis as they remain pending in judiciary for long.
It should be noted that while Dr. Ambedkar was drafting the Indian Constitution, the RSS had expressed its outrage at him and demanded that Manu Smriti which epitomized the superiority of Brahmin men, and considered women, the lower castes and the “untouchables” as subhuman, be made the basis of Indian Constitution. RSS justification for making Manu Smriti as Indian Constitution had appeared in two Issues (November, 30 1949 and January 11, 1950) of Organizer, its mouthpiece. The November 30, 1949 Issue, among other things said: “The worst about the new constitution of Bharat is that there is nothing Bhartiya about it ... in our constitution, there is no mention of the unique constitutional development in ancient Bharat. Manu’s Laws were written long before Lycurgus of Sparta or Solon of Persia. To this day his laws, as enunciated in the Manu Smriti, excite the admiration of the world and elicit spontaneous obedience and conformity. But to our constitutional pundits that means nothing.”
Viewed from this perspective, the Manu Smriti-based Hindu Court that is being inaugurated in UP is to be understood as integral part of a broader saffron theme towards open Hindu Rashtra. It is in accordance with the tenets of Manu Smriti that the Hindutva forces led by the RSS have consistently been demanding the abolition of caste-based reservation. The recent reassertion of this position by Mohan Bhagwat, RSS chief himself, is to be viewed in this context. A few days before, RSS was in the news for starting military schools for supplying personnel to Indian military. This is perfectly in tune with the erstwhile fascist tradition where paramilitary lumpen goons (e.g. Black shirts of Italy and Brown shirts of Germany) trained in ‘fascist academies’ merged with the official military apparatus in enforcing the rule of fascist regimes. The establishment of Manu Smriti courts by Hindu Mahasabha, having more pronounced ramifications, is a further step forward in this direction.
Unlike Italy and Germany when fascism suddenly shot up from the economic and political crisis of the 1920s, the fascist transformation in India is to be understood as a systematic, steady and long drawn-out process spanning almost a century and having deep rooted and multi-dimensional penetration into entire civilian and military apparatuses of the Indian state. And unlike the Italian and German fascists who had sharp contradictions with other imperialist forces that turned out to be their Achilles’ heel, the Hindutva fascists from the very beginning have been shrewd enough to serve the interests of international capital at every step—an aspect to be noted by democratic forces in India. No doubt, the whole trajectory is now being cleared for India’s eventual transformation in to a Hindu Rashtra.
The RSS initiative to start Army Schools on the model of Indian Military Schools to train children to become officers in Indian armed forces with effect from April, 2020 has not received much attention in mainstream media. Run by Vidya Bharti, the education wing of RSS that manages more than 20000 schools in India, the new School will be called Rajju Bhaiya Sainik Vidya Mandir based on the CBSE Syllabus. Among other things, retired army officers will be in charge as teachers.
Of course, Moonje the mentor and political guru of Hedgewar, the founder of RSS, had started the Bhonsala Military School in Nasik in 1937, under the management of Central Hindu Military Education Society also established by him in 1935. Moonje who visited the Italian fascist dictator Mussolini in 1935 was much inspired not only by the latter, but also by the Central Military School, the Fascist Academy of Physical Education directly controlled by Mussolini. Moonje identified this as a model to be emulated in India for the ‘military regeneration of Hindus’ and ‘Indianisation’ of the army by eliminating the artificial distinction between marital and non-marital classes among the ‘Hindus’. He was also fascinated by the close integration between military and paramilitary, lumpen organisations like Black Shirts in Italy under Mussolini.
Coming back to India, all the various inputs that Moonje assimilated from Mussolini were adapted to the Indian conditions in establishing the Bhonsala Military School and for developing the RSS cadres. No doubt, the fanatical adulation and adoration that Hindutva leaders had towards Mussolini and Hitler were already well-documented. Meanwhile, it was during the Rao-led Congress regime that the Bhonsala School, considered as a ‘fringe’ element till then was granted affiliation in 1995 by the Indian Public Schools’ Conference, an association of heads of leading public schools of the country. However, it should also be noted that Bhonsala School’s alleged links with terrorist actions by Hindutva extremist groups including 2008 Malegaon blasts had come to the notice of Maharashtra Anti-Terror Squad led by Hemant Karkare.
Coming to the new RSS initiative to begin Bhonsala model schools under Rajju Bhaiya Sainik Vidya Mandir, when the former holds ‘absolute’ power over the entire Indian State apparatus, the whole issue should be evaluated as a qualitative development in the direction of full-fledged fascism with Indian specificities. If the process is to continue unabated, then it is only a matter of time that the entire military will be saffronised as envisaged by the founders of Indian fascism. It is a revealing question that the so called opposition parties fighting Hindutva fascism are not properly grasping the gravity of this transformation aimed at open and naked saffronisation of Indian military.
