The Union Ministry of Human Resource Development has drastically changed the syllabus for the CBSE students in the name of cutting down 30% of the burden on the students. According to the Union Minister for HRD Ramesh Pokhriyal ‘Nishank it is done in view of the “extraordinary situation prevailing in the country and the world. The government has done this as a part of its attempt to ‘rationalise syllabus up to 30% by retaining the core concepts.” This rationalization includes discovering that the high-school students need not study the chapters on federalism, citizenship, nationalism, and secularism in the political science curriculum of Class 11.

In an official communication HRD Minister Pokhriyal had also informed that a few weeks ago, he invited suggestions from all educationists on the reduction of syllabus on social media. He said changes made in the syllabi were finalised by various course committees and approved by the curriculum committee and governing body of the board. The CBSE has not told heads of schools to ensure that students are informed about the topics that have been reduced. However the reduced syllabus will not be part of the topics for Internal Assessment and year-end Board Examination.
On the one hand starting with the draft national Education Policy, 2016, whatever positive elements were remaining in the public school system were attacked and removed, Following this under World Ban pressure the commercialization and corporatization of education was intensified under proposals in the NEP 2019. Utilizing Covid as a cover, the NEP 2020 is speeded up to transform the public education to informal studies for the vast majority who are from the marginalized sections. Along with these structural changes are implemented to make online education as the informal education model. Now the attack on all progressive elements in the syllabus are also getting eliminated.
We appeal to all democratic forces to oppose and defeat these ever-intensifying onslaught on the field of education to transform it to suit the needs of corporate forces
On 24th February when Trump and Modi were displaying bonhomie, and Trumps was spewing Islamophobia boasting about how US administration has put down Islamic terrorists making the largely RSS mobilization at Ahmedabad stadium happy, and the mainstream media was eulogizing these neo-fascists power, Modi’s own RSS men, the Hindutva terrorists, led by BJP leaders indulging in hate speeches had started surrounding the Muslim areas of Northeast Delhi and indulging in large scale arson, looting and killing. As happened in Gujarat in 2002, the police was not visible for two days, or if present, were helping the RSS men on 24th and 25th February, resulting in large scale arson of Muslim shops, workplaces and houses, killing of 23 and bullet injuries to hundreds. By the time Amit Shah opened his mouth giving ‘shoot at sight’ orders to the saffronized Delhi police, and Modi appealed for peace on 26th February, what the RSS wanted was started and realized in a big way, terrorizing the Muslims, in their latest bid to show that the Muslims are entirely responsible to the Anti-CAA, NPR, NRC movement. It was surprising that when a defeated Assembly candidate of BJP, Kapil Misra, could lead the attacks by the RSS men, none of the elected AAP MLAs or leaders of the mainstream opposition parties were also not visible in the streets to support the victims of this aggression by Hindutva forces. Reports from this area on 26th also shows that, in spite of putting the whole area under prohibitory orders and police making flag marches, RSS men are still on the streets and they are still burning down if any shops, factories or houses of Muslims are still remaining in this area. As a result, hundreds of Muslim families are fleeing from their houses to more safe areas in Delhi. Instead of addressing this state of affairs and to arrest the RSS muscle men indulging in these crimes, BJP is justifying their actions by comparing what Congress did in 1984! It is an outright criminal approach! As far as the masses are concerned they unequivocally condemn all criminal acts of pogroms in 1984, 2002 as well as what is happening in Delhi now in order to communalize and suppress the Anti-CAA, NPR, NRC movement.
Modi government cannot justify what the RSS men are doing in the streets of Delhi, indulging in large scale arson and killings by their muscular forces providing state support. A whole section of the population, the Muslims, are subjected to barbarous attacks in order to communalize and brutally suppress a peaceful movement by masses of people, not only Muslims, but also the Dalits, Adivasis and other most backward sections spear headed by the students and women on a large scale. What the Modi government is doing is illegal, unconstitutional and cannot be justified at all. So we demand his government should resign taking responsibility for what is happening in the country to impose the CAA, and to go ahead with the NPR from 1st April, to be followed by the NRC process after 30th September, the entire process aimed at making tens of millions of people stateless, as was done under NRC/Assam in that state, rendering 19 lakhs of residents stateless.
We appeal to the Masses of Muslims undaunted by the criminal attacks by the Modi government, the Dalits, the Adivasis and other most backward sections of people, along with all secular democratic forces who are part of the present Anti-CAA, NPR, NRC movement, to intensify the movement to its highest levels so that the Modi government can be prevented from launching the NPR anywhere in the country. Along with this, let us intensify the campaign demanding the banning of RSS which is the largest, uniformed, trained and armed terrorist organization in the world, as well as the resignation of Modi government which has subverted all its constitutional responsibilities, resorting to criminal acts to impose the majoritarian, Hindutva agenda of fascist RSS.

The Supreme Court has refused to stay the citizenship law or eve to stay the NPR process under the plea that it has to hear the government first! The large number of petitions were before the SC for ore than a month. It should have asked the Modi government to present its position by this time. Insteadof doing this, four more weeks are given to the government to reply. After that all the petitions shall be sent to a Constitutional Bench for consideration, according to the CJI, Sharad Bobde. It is a conscious delaying tactics, when everybody knows justice delayed is justice denied. So all those who are opposed to the un-Constitutional CAA and NPR?NRC should understand that through a conscious delaying process, similar to what it did to the Kashmir question, the CAA, NPR, NRC question also it has denied justice to the people who are agitating on the streets in their millions for many weeks, braving the severe cold conditions in North, all over the country. It shows the extent of saffronization of the Constitutional Institutions and the state machinery under the fascist offensive led by RSS.
This situation calls on the students, youth and women who spearhead this movement, the minority Muslim masses, all oppressed classes and sections including dalits, Adivasis and other backward sections, the toiling masses and the democratic forces to carry forward the movement eve more intensively. The ongoing countrywide movement should be developed as a movement for boycott of the NPR/NRC process scheduled to be started from 10th April, to a countrywide Non-Cooperation Movement..With the firm demand Repeal CAA, Boycott NPR/NRC let us intensify the movement utilizing all forms of mobilization and campaign till the Modi government is compelled to revoke the whole fascist process. Widen and deepen the ongoing movement with this orientation, till complete victory!

The Polit Bureau of CPI(ML) Red Star which met at party centre greeted the comrades who made the Jan Akrosh Abhiyan a success. According to its evaluation, during the last two months the situation in the country has become worse. The present upsurge taking place all over the country proves that the intensive campaign organized by the party and class/mass organizations against the Modi-2’s decisions further intensifying the fascistization, consistently for months with correct slogans, especially the campaign against the Assam NRC, the CAB, the all India NRC/NPR plan also played a role in creaking the present upsurge against the Modi-2.
Though the Modi-2 is trying to minimize and sideline the seriousness of the economic slow- down which is becoming more and more serious day by day, its consequences are evident. GDP growth rate has come down to 4.5% with no scope of reversing this trend in coming days. The economy is serious recession. As market is becoming increasingly dull, more production units are shutting down or decreasing production. As millions are losing jobs and unemployment is increasing, purchasing power further goes down, making the market more dull. It is a vicious circle. Recouping through increasing foreign trade is also not materializing, in the atmosphere of present trade war. Both US and China along with other countries are trying to get the Indian market opened more for them, through RCEP like treaties. Though Modi did not sign it this time due to strong popular resistance, pressure is mounting to sign it. Prices of all essential commodities and services are also increasing. Except speeding up sale of the PSUs, the Modi government has no other solution to put forward to overcome this situation. The banking system is also in crisis, as the NPAs are accumulating day by day. The latest GST hike on essential items is making the situation worse for the masses
It is in this situation, in the elections to Maharashtra and Haryana, in spite of Modi-Shah trying to convert their J&K and CAB moves to whip up muscular nationalism as votes, BJP’s vote share and seats reduced, just five months after its sweeping victory in the LS elections. Though it manipulated to retain power in Haryana, in spite of all efforts, subverting Constitutional values, it could not prevent the SS- NCP- Congress alliance coming to power in Maharashtra. In Jharkhand, it is fighting the elections alone, and its prospects are bleak. The RSS/BJP has reached a stage when they will resort to creation of mass hysteria through CAA/NCR. They will try to divide the people and create civil war like conditions, when they can dominate the scene using state machinery including military and constitutional institutions. So, as the students’ resistance against CAA and NCR has erupted all over the country they are resorting to horrifying state terror to suppress them. It is the time to support the student struggles and all other resistances to fascist Modi rule, engaging in issue based broad united movements with all anti RSS/BJP forces, focusing on the struggle against discriminative CAA and NCR/NPR.
At the same time, the ruling class parties as well as the social democrats in power have no basic differences on neoliberal/corporate policies like issues with BJP. Their opposition to BJP is only a contradiction among the ruling class parties. Still, it is necessary to become part of the broadest unity of all anti-BJP forces on issue basis to fight and defeat it as the immediate task. At the same time, the cardinal question of overthrowing the fascist RSS should be vigorously taken by intensifying the re-building of the revolutionary party, uniting all communist revolutionary forces in a left core based on a common program, and launching a mass platform of all struggling left and democratic forces with all oppressed classes and sections to defeat the fascist RSS and to achieve social change.

During the last six months after returning to power with bigger strength, Modi-2 has moved very fast further intensifying corporate- fascist policies. It has diluted RTI like laws, made NIT, UAPA like acts more anti-people. Article 370 and 35A were scrapped, reducing J&K to two union territories after imposing clampdown and militarization, turning Kashmir in to an open prison. NRC/Assam was announced, making 19,06,657 people stateless. It is in a hurry to get the Citizenship (Amendments) Bill denying Muslim migrants citizenship, passed somehow in the next parliament session. Orders are issued to get the countrywide NPR ready by next September 30th, with the possibility of 4 to 5 crores people declared stateless. Construction of Detention Camps is speeded up in Assam, and even in some other states, with BJP chief ministers clamouring stringent NRCs in all states. Along with these, hatred, intolerance, and Islamo/Pak phobia is spread more heinously, provoking more mob-lynching. In short, fascistization of all fields is intensified dangerously, advocating muscular nationalism.
At the same time, the post 2014 policies of Modi raj starting with de-monetisation and GST have led to intensifying slow down in all fields of economy. As sales falls steeply, many production units are closed down or locked out throwing out many millions of workers, making unemployment worse. All industrial areas are in recession. At the same time, all sops announced in the name of reducing the impact of slow down, are swallowed by the corporate giants, making them fatter, while vast masses are thrown to more miserable condition. Remaining PSUs including the railways are privatised fast. All doors are opened for all round corporatization, devastating the nature creating climate crisis and severely pauperizing the masses.
As a result of all these, our country is in a critical situation. This demands uniting struggling left, democratic, oppressed classes and forces at every level, and launching people’s movements to expose and challenge the corporate fascist RSS/BJP forces who are trying to transform the country in to majoritarian Hindu Rashtra! Still even after continuation of the clamp down in J&K for more than two months, crores of people facing the danger of becoming stateless under the communal NRC process, and worsening recession further impoverishing the masses, the BJP continues its winning spree in assembly elections since the parliamentary opposition is disintegrating, with many of its leaders flocking to BJP and Modi claiming increasing international support to his Rath yatra towards Hindu Rashtra!
But, the humanitarian crisis in Kashmir has led to non-cooperation movement by the Kashmiri people. The opposition to the NRC is increasing all over the country. It is taking massive forms in Manipur, Nagaland, Assam etc. Resistance from workers and peasantry and the democratic forces against Modi’s efforts to impose a Hindu-Hindi-Hndustan; one nation-one election, one nation-one tax like exclusive policies arrogantly rejecting the diversity of the country, is also growing. At international level opposition to Modi-2’s moves which are creating humanitarian crisis in Kashmir and in Northeast are increasing In spite of much orchestrated ‘Howdy Mody’ with efforts to appease Trump, outside the stadium almost equal number of people demonstrated condemning Modi-rule. This international opposition to Modi rule is intensifying fast. Even though many form the parliamentary opposition forces are surrendering to RSS/BJP and others are still not organizing any movements in opposition, larger number of people’s movements against consequences of ever intensifying corporatization and fascistization under Modi-2 are coming up in different parts of the country. A polarization of public opinion against RSS/BJP is also slowly taking place as reflected in the elections to Maharashtra and Haryana assemblies.
It is in such a crucial situation, the Central Committee of CPI(ML) Red Star calls for launching a powerful Jan Akrosh Abhiyan from 25th November, International Day against violence on women, to 10th December, International Human Rights Day in all the states we are working, based on the slogans: Restore Article 370 and autonomy of J&K people; End clampdown on J&K people; Resolve J&K Conflict based on right of self-determination of the people; Cancel Assam NRC; Withdraw Citizenship (Amendments) Bill; Stop all efforts to expand the NRC all over India; No to RCEP, privatization of PSUs, and corporatization; Stop all Brahmanical Manuvadi measures which pollute Indian polity ,create atmosphere of fear among people, especially minorities; Down with RSS and its Hindu Rashtra!; Struggle for secular, casteless, egalitarian society expanding boundaries of democracy with the vision of all powers to the people, and a development paradigm which rejects neo-liberalism in toto and works for building people oriented alternative development perspective! n
