2) Election held in Nepal was of two types: centre and provincial ones At the centre level the election took place of direct and proportional election of the members of the parliament. The members of the provincial assembly also were elected in the same way. The direct methods mean election by people directly while proportional method means vote to the party and nomination of the member of the parliament or provincial legislative by party.
3) According the federal system of Nepal, the country is divided into 7 provinces which are called Pradesh in Nepali. Our party through our legal front, National People’s Front (NPF), also had participated in both central and provincial elections. We have won 1 seat in the parliament and Comrade Durga Paudel is elected as member of parliament by direct method from Pyuthan. To other Comrades, Com. Krishna Thapa and Com. Tek Bahadur Gharti are elected from Baglung for provincial assembly by direct method. Because of newly established system of threshold of 3 percentages we have not succeeded to gain even a single seat in the parliament by proportional method. However, in the Pradesh no 4 and Pradesh No 5, we have gained one member in each Pradesh by proportional method.
4) On the eve of the election both CPN (UML) and CPN (Moist Centre) had formed Alliance, Left Alliance (LA) . They also have declared that after the election they will form a united communist party. We do not think that they will be able to form a united communist party as both of them are revisionist ones. In spite of that if they get united, it will be possible for them to make a stable govt and to apply some progress-ive policies and progarmmes. But it is not an easy task as both domestic and foreign powers will try their best to foil their govt .and their policies. Because of many of constitutional loop wholes they have not been able to form their government at and the government led by Nepali Congress is pushing many obstacles to form the government. As the govt. of the leftist forces is not formed at, the political picture of the country is not clear yet we shall write more after the govt. is formed.

Maduro responded to Ocariz by accusing the MUD of presenting an ultimatum and creating “false expectations”. “Nobody can say that in 10 days, if the government does not respond the way they want ... they will go to war,” the President said. “Nobody can accept that.” The purpose of the November 11 session will be to review the findings from the four working groups established during the opening of the talks, Maduro said hours after government supporters began pitching tents around the presidential palace, Miraflores to resist the conspiracies of the rightists.

Our two parties have more than two decades of close fraternal relations. During this crucial phase, the Central Committees of our two parties, upholding the spirit of proletarian internationalism, have worked together to strengthen the unity of the working class and the oppressed peoples all over the world. In the course of this, along with other Marxist-Leninist parties, we could play important role in the building and development of the International Coordination of Revolutionary Parties and Organizations (ICOR). In the present turbulent international situation when the crises ridden global imperialist system has become more barbarous and working hard to impose its neocolonial domination through neoliberal policies, this unity of the revolutionary forces who are struggling uncompromisingly for revolutionary social change is of great significance.
The setbacks suffered by the international communist movement starting with the degeneration of Soviet Union in 1950s have thrown up great challenges before us. It calls for concrete analysis of the present world situation and the hitherto experience of the international communist movement for the development of the Marxist-Leninist theory and practice accordingly. It is for continuing to take up this great challenge our party adopted a Resolution on Theoretical Offensive in its Tenth Congress held in the beginning of last year. It calls for an evaluation of hitherto experience as well as all theoretical questions for the development of the Marxist theoretical positions. We expect close cooperation from your party and all Marxist-Leninist parties for intensifying the struggle against imperialism and its lackeys both in the theoretical and practical fields.
We hope that the important decisions you are going to debate and decide in this Tenth Congress shall help to further strengthen the fraternal relation between the MLPD which is leading the class struggle in a front ranking imperialist country like Germany and our party which is trying to unite all communist revolutionaries for building a powerful communist party in a country of more than 1.3 billion people, which is among the vast number of countries under various stages of neocolonial domination.

Courses will include the Theory of Imperialism, Geopolitics of Imperialism, Geopolitics of Natural Resources and Bolivian Social Structures and graduates will receive the title General Captain of the Armed Forces.
Also present was Argentinian sociologist Atilio Boron, a “first-class academic” who will teach the first module at the military school. The new school is named after former president Juan Jose Torres and will enrole 100 students in its first year. General Torres ran a leftist military regime from 1970 to 1971 when he was deposed in a bloody coup. He was later kidnapped and murdered in Argentina in 1976 as part of the CIA-backed Operation Condor wave of political killings across the continent. The school is intended as a counter to the School of the Americas, now the Western Hemisphere Institute for Security Co-operation, in the US state of Georgia which has trained a who’s who of right-wing death squad leaders since 1946.
Bolivian Defence Minister Reymi Ferreira said the academy would follow an “anti-imperialist doctrine” to help soldiers identify key threats to the country’s national sovereignty.
