It was also significant as it had taken place when the communist movement at international level and within the country is still passing through a phase of severe setbacks. In spite of these setbacks, the revisionists and anarchists of various hues are still not prepared to take up a search for the reasons for this setback. On the contrary, the revisionist camp led by the CPI (M) is trying to get out of the serious debacle it is facing by continuing its path of class collaboration and parliamentary cretinism more blatantly. The enlarged 'left and democratic front' it is forming by recruiting more splinter groups and few among the erstwhile communist revolutionaries is only for increasing its bargaining power with the regional parties while discussing electoral adjustments. Its reformist and opportunist line is only further harming the polarization of the revolutionary sections. The consequences of the anarchist line pursued by the CPI (Maoist) like forces are also damaging the communist cause in the country.
So the Tenth Congress held by fighting against both these deviations with the orientation: 'No to reformism, no to anarchism, March to revolution' and with the central slogan: 'Against Corporate Loot and Communalization, March towards New Upsurge of Revolutionary Left' provided a revolutionary orientation to the unification of the revolutionary communist movement. This played a major role in the campaign lasting almost six months leading to the success of the Party Congress.
If the CPI and CPI(M) led Left Front parties have abandoned the revolutionary path and are facing continuous degeneration on the one hand, on the other many of the erstwhile communist revolutionary forces are also facing further splits and weakening, as they still refuse to make a concrete analysis of the post-Second World War situation when the imperialist camp has transformed its colonial forms of plunder to neo colonial forms, and further to neo-liberal regime intensifying all the major contradictions at international level and within the country. Marxism teaches that concrete analysis of the concrete situation and seeking truth from facts are the basis for developing the Marxist-Leninist understanding and ideological political line of the party. Refusing to recognize these, they stick to dogmatist positions damaging themselves and the movement. It was by fighting against these dogmatist trends, CPI (ML) Red Star developed its Program and path documents along with the need to build an all India party organization based on Bolshevik concepts. The basic documents subjected to thorough discussion and their updating reflecting the fast developments taking place at all levels have played an important role in the continuous development of the organizations leading to the success of the Tenth Congress.
These achievements opened the possibilities for the unity of the communist revolutionary forces during the Congress process. As a result of many rounds of discussion the CPI(ML) Red Flag working in West Bengal merged with CPI (ML) Red Star based on a joint statement (published in the February issue of Red Star) on 2nd January creating more possibilities for such merger of Communist Revolutionary forces. In Uttar Pradesh, during the campaign for the Party Congress, two local revolutionary groups merged with the CPI (ML) Red Star. And on the first day of the Tenth Congress, the Marxist-Leninist Committee of the Andhra Pradesh, founded by late comrade Kolla Venkaiah, a veteran leader of CPI(M) who left it after the Naxalbari Uprising, and presently led by com. Venketeshwara Rao merged with Red Star. These unity steps have opened the path for putting the slogan for a unified revolutionary communist party with more vigorously.
In states like Gujarat and Bihar if the organizing committees are formed as a result of the unity of CR individuals, in other states also many such individuals have joined the Red Star during this period. These positive developments show that through continuous efforts the unity process can be carried forward at all India level.
As the Tenth Congress of the Red Star was held when the Congresses of CPI and CPI(M) were also announced for March and April, 2015, after the draft documents of all three were published many among the left forces got an opportunity to make a comparative study of them. The interesting thing about the draft documents of the CPI(M) leading the Left Front is concerned, in spite of its serious debacle in West Bengal and many other states, in spite of its statement in 1992 that there is no alternative to neo-liberal policies, in spite of its support to UPA government from 2004 to 2009, in spite of implementing the neo-liberal policies wherever it came to power, in spite of Singur and Nandigram, and above all in spite of its degeneration to parliamentary cretinism, its draft documents claim that its strategic line was alright, only some mistakes happened in the tactical line. It shows that, as is already evident, once its 21st Congress is over, it along with the Left Front will revert to its 34 years of practice in Bengal and to its opportunist LDF practice in Kerala. So the enlarged Left Democratic Front it is talking about is not going to make any change in its compromising line to neo-liberal policies and collaboration with non-BJP ruling class parties. As a result of its opportunist approaches, the efforts it is making to enlarge its LDF is facilitating the genuine polarization of the different parties/organizations in the broad 'left' spectrum based on a common minimum program.
The deliberations in the Tenth Congress and discussions in the Seminar on communist unity and polarization of struggling left and democratic forces on 26th February have put forward how we are approaching the question of bringing the struggling left and democratic forces as an alternative against different ruling class alternatives at state and central level. So the Tenth Congress has advanced the possibilities for both: for the unity of the communist revolutionary forces as well as for building a platform of struggling left and democratic forces as an alternative against the ruling system. Itt is also a positive result of the Tenth Congress.
On the whole the successful convening of the Tenth Congress and the ideological political clarity it has provided have enthused the rank and file comrades at all India level to carry forward the political campaign, to advance party building at all India level and to launch people's movements in different parts of the country focusing on the central issues faced by the people. Thus on the whole the Tenth Congress has provided a fillip to the party at all levels. Let us strive hard to advance these achievements in all fields.
