AS already announced, the Central Committee of the CPI(ML) Red Star has decided to convene the 11th Congress of the Party from 27th November to 1st December at Bengaluru with mass rally on 26th November. The draft Political Resolution and the Political Organizational Report are already sent to party committees, and based on the call from the Central Committee and their own political organizational reports, conferences from the Branch Committee level are also started. The campaign for making the Party Congress is also started.

The 11th Party Congress is taking place at a critical time, both internationally and within the country. The imperialist forces, especially US imperialism led by Trump have further intensified the neo-colonial plunder with the introduction of Trade War. Within the country, Modi government is intensifying its corporate-saffron fascist raj. Against these, people’s forces are coming out waging numerous struggles. The forces of reaction are getting increasingly isolated from the masses. Still, the present reality is that the left forces are getting proved incapable of strengthening independent left assertion putting forward a common minimum program of People’s Alternative to the imperialists and their lackeys. On the contrary, the Political Resolutions adopted by the party congresses of CPI(M), CPI and Liberation held earlier this year expose the bankruptcy of their ideological-political line; in effect their parliamentary opportunist line shall only lead to further decimation of the left forces.

On the other hand, refusing to analyze the fast changing present situation concretely and to develop the path of struggle accordingly, the sectarian Maoist forces and their intellectual supporters are not only getting decimated under state terror, but also providing an alibi for the reactionary state to intensify attacks on the mass struggles coming up everywhere challenging the corporate-saffron fascist offensive by the Modi govt.

It is in this situation, enriching the Path of Revolution put forward by the Party, the draft Political Resolution, sent to all forces within and outside the Party and published in this issue of the Red Star, calls for resisting corporate saffron fascist forces from the perspective of independent left assertion based on a people’s alternative, which will strengthen the Marxist-Leninist forces on the one hand, and shall impart a powerful boost for all the anti-fascist progressive, democratic and secular forces engaged in the challenging task of defeating the Modi regime on the other. As pointed out by the Political Resolution, “the Bhangar experience pinpoints towards the possibility of building up similar people’s movements through appropriate revolutionary intervention according to the concrete conditions of different states in the country. It is a political line combining both electoral and non-parliamentary struggles that we should boldly uphold before the left, democratic and struggling forces in our country. People organized and politicized through various resistance movements against all forms of corporatization and fascistization can be brought together and linked with the concept of the Mass Political Platform having a common manifesto at appropriate levels. Interactions with all revolutionary, left, democratic and struggling forces are to be carried forward and developed further for evolving a national coordination based on a common manifesto to resist the corporate- saffron fascistization at the all India level”. Let us vigorously spread this message of the Party Congress and make is a great success.

 Fight Neo-Liberal Raj, Fight Saffron Fascism; Advance towards Peoples Democracy and Socialism!

 No to BJP’s opposition free India; Build an India where Hundred Flowers Blossom, Hundred Thoughts Contend!

 Long Live Proletarian Internationalism! Long Live ICOR! 

The Communist movement in India has a history of almost a century after the salvos of October Revolution in Russia brought Marxism-Leninism to the people of India who were engaged in the national liberation struggle against the British colonialists. It is a complex and chequered history.
