ALL INDIA MEETING OF COORDINATION OF HOUSING RIGHT MOVEMENTS

FOURTH All India Coordination Meeting of Slum Dwellers & Housing Right Movements successfully concluded on 28-29 May 2018 at New Delhi presided by Comrade Shakeel of Basti Surakshya Manch, Delhi-NCR. The meeting started with remembering the martyrs of Tuticorin of Tamilnadu who were sacrificed their lives fighting for their right of free air, water and environment. Reports on struggles by slum dwellers and housing right movements from various parts of the country such as Bhubaneswar, Puri, Delhi, Jamuna Khadar, Indore, Surat, Mumbai, Karnataka, Cochin, WB etc were discussed in this meeting.

This coordination process started in April 2013 and passed a Charter of Demands. In 2015 the Bhubaneswar Declaration was passed in its 2nd meeting. This Declaration was again updated in 2016 August at Bangalore Coordination Meeting. Many suggestions were incorporated after thorough discussion. 11 constituent organisations working in various urban centres in different states and union territories decided to be part of this All India Coordination. This Coordination put forward two major demands, i.e., 1. Stop Forcible Eviction and 2. Ensure Housing for all close to workplace. The meeting also elected a 7-members National Committee to carry forward the all India tasks of coordination and a National Council is also proposed for representation from constituent organisations. The meeting finalised a memorandum with 7 Charter of demands.

It is also decided to have a Signature Campaign by every constituent organisation at all India level. Along with the forthcoming 5th All India Coordination meeting in September 2018, the National Delegation will submit a memorandum to President, Prime Minister and Urban Minister. All those who are in agreement with the Charter of Demands and principles of National Coordination will be incorporated into this campaign.

Charter of Demands:

Stop all forcible evictions. Ensure healthy housing as per WHO guidelines for all near work places. Provide employment and ensure minimum wages. Enact and implement a pro-people National Slum and Urban Housing Policy. Rehabilitate all slum dwellers with all essential requirements of a decent life. Include all homeless people, unorganised and informal workers and street vendors under the various housing and social security schemes of both central and state governments. Ensure slum dwellers’ right to urban property; enact and enforce urban land and property ceiling; and suppress all land and real estate mafias. Withdraw smart city like projects and refrain from corporate infrastructure projects like bullet trains, industrial corridors, PPP road projects resulting in large scale displacement of people. Ensure subsidised food, quality education, health care and other amenities at controlled prices. Abolish neo-liberal policies and implement a pro-people, pro-nature development policy.
