the Central Committee of the Party has called for observing the centenary of the Communist movement in our country starting from 17th October 2019 and culminating on 17th October, 2020, hundred years since the first meeting of the Indian communists was held at Tashkent in 1920, which gave birth to the Communist Party in India and constituted its first Central Committee. These are days when the camp of imperialists and world reaction along with their compradors and lackeys here are intensifying manifold the attacks on the communist movement in all fields. In 1991 it was the disintegration of the Soviet Union, which had degenerated from socialist path long back, the cause of their celebrations. At that time they declared the “end of history” and “end of socialism”.

Presently, highlighting the severe decimation suffered by the traditional or parliamentary communist parties, the CPI(M) and the CPI, and the Left Front led by them in the 17th Lok Sabha elections, all forces of reaction celebrate the “end of communism”. Utilizing this as well as the anarchist practice of the left sectarian Maoists, they assert that the proletarian politics of class struggle is defeated for ever. 

In the over-view: “A Century of the Communist Movement in India” published by us (www.cpiml.in) we have given a brief evaluation of our long practice, both its positive and negative aspects. Due to repeated shortcomings in analysing the concrete situation and developing Marxist theory and practice accordingly, the movement repeatedly came under the influence of right and left deviations, causing serious damage. In a way the weakening of the communist movement also played a role in the coming to power of the neo-fascist saffron forces and getting their hold strengthened in the 17th Lok Sabha elections. So, only by overcoming hitherto weaknesses and building a powerful communist party this challenge can be met.

In order to achieve this goal we should unleash a theoretical offensive as pointed out in the Resolution adopted by the 10th Congress of the party and win over ever larger sections of the communists and members and activists from the youth and students to strengthen the party. Challenging the neo-liberal, corporate policies imposed by Modi-2 and developing people’s movements against them wherever possible, we have to encourage and join hands with all the forces who are prepared to fight against the neoliberal/corporate policies and increasing fascistization of Modi-2. An energetic theoretical offensive based on Marxism-Leninism-Mao Thought and continuous efforts to develop and apply it in the concrete conditions of our country in the course of the programs during the centenary of the communist movement shall create favourable conditions for the communist advance at all levels and in all fields. Let us plan and execute the centenary programs with this ideological-political perspective. Let us make the centenary programs an occasion for communist ideological-political offensive. n

 

As pointed out by several sources including the latest article by RSS ideologue S. Gurumurthy (The New Indian Express, August 7, 2019), Modi regime has resorted to the 'Constitutional coup' against the Kashmiri people, under prior intimation to US, its imperialist master. Apart from that, a number of saffron-backed Hindutva organisations in US such as Hindu American Foundation (HAF), Overseas Friends of BJP(OFBJP), Republican Hindu Coalition (RHC) have carried out concerted lobbying for ensuring US support for stripping J&K's Special Constitutional Status and transforming its stature from a semi-autonomous state to two union territories, inferior to the other India states. The result was that even as the parliamentary process was going on came the statement from US State Department spokeswoman, Morgan Ortagus that it is an "internal matter" of India. Consistent campaigns were there in support of the Modi-2's moves by the earlier mentioned organizations in US, in UK ( led by Indo-Europe Kashmir Forum, Hindu Council UK), in Canada (Indo-Canadian Kashmir Forum), etc. which are hard-Hindutva overseas organisations, similar to the campaign of the Zionist organizations all over the world supporting Israeli aggression against the Palestine people, .

Thus, while the US led imperialist camp generally supported Modi's Kashmir move, Pakistan has already condemned New Delhi’s move and said it will “go to any extent” to protect Kashmiris. China has vehemently opposed it with one of its severest statement in recent years against India. China has said the move as "unacceptable" as it undermines it's territorial sovereignty. By this time, several analysts have pointed out how the Buddhist region of Ladakh nestled between Tibet and Pakistan, a disputed territory according to China, is of direct strategic importance to it.

The upshot of the argument is that while repeatedly claiming the Kashmir issue as an internal matter, Modi regime itself has blown up it as an international issue of strategic importance with 500000 military and paramilitary troops stationed there, which has only a population of 15 million, the highest militarized region in the world at par with Zionist occupied West Bank. With US and China directly coming into 'conflict' at Kashmir, Modi regime through its actions have transformed Kashmir as one of the most important geo-strategic global 'hot-spots’. And it's consequences to the India people, especially in view of Indian regime's ongoing integration with US as the latter's junior strategic partner and as a launching pad in its machinations against China are gruesome. Modi's Hindu Rashtra policy on Kashmir has transformed India as a direct focal point in the inter- imperialist contradictions, especially between US and China.

In this serious situation, it is the task before all genuine nationalist, progressive, democratic and secular forces in this country to come forward demanding the withdrawal of the bifurcation and transformation of J&K in to two union territories, and for political resolution of the issue through a referendum ensuring the right of self determination of the Kashmiri people.

Organise at all India Protests on 7th August against Destruction of J&K state by Modi-2 as Part of its Hindurashtra Offensive!

Violating the spirit of the Constitution and blatantly violating the Instrument of Accession of 1947, the Modi -2 has repealed the Article 370 and made the Article 35 A defunct through an ordinance signed by the president, with the justification that the president can do so as the state is under president’s rule and no assembly is not existing! The J&K state is destroyed by bi-furcating it in to a Union Territory of J&K with an assembly and Lt Governor and Ladakh to another Union Territory without an assembly. While getting these bills passed in the Raja Sabha also with the collaboration of many parties from among the opportunist opposition, in addition to existing heavy deployment of military and para-military forces, tens of thousands of additional forces are airlifted to Kashmir to impose these decisions on the people. Leaders of all political parties in Kashmir who were so far collaborating with the ruling class parties in India to maintain the domination of Indian state over the Kashmiri people are detained or arrested, and all black acts are imposed to restrict people’s movements. Internet and mobile connections are cut and people are terrorized. It is clear that these are intended for pursuing a policy of demographic aggression in the valley and enlarging the conflict at the Line of Control to a Gaza like situation, which will gladden Modi’s friends, the Zionists of Israel and their US promoters, while worsening the plight of the people in the valley.

Though the RSS agenda envisages such a path, and the BJP claims that it is implementing its Election promises, the sudden decision to resort to these criminal moves is primarily for diverting attention from the serious economic collapse the country is confronting. According to many sources, after Modi-2 took over more than 13 lakh crores of Rupees were lost in stock market. All areas of economic activity have slowed down, threatening a 2008 like crisis. In this situation, war is the only resort for Modi to save the ultra right- neoliberal approach the RSS parivar wants to pursue.

So in the name of the big majority the BJP and its allies received in the 17th Lok Sabha elections, these fascist measures are imposed by Modi-2 to advance its majoritarian Hindutva offensive and Hindurashtra move. These are blatant attacks against the right of self-determination of the Kashmiri people. In this situation, against the attacks on the Constitutional provisions, against repeal of Article 370, against making Article 35 A defunct, against destruction of J&K by dividing it in to two Union Territories, and in solidarity with the struggle of the Kashmiri people for their right of self-determination, the CPI(ML) Red Star calls upon all Party Committees to organize protest actions wherever possible on 7th August. Raising almost similar demands, various political forces have called for observing All India Protest Day on 7th August. In this situation, in continuation to the protest campaign started by our Party Committees and mass organizations based on the call from our Party already, wherever possible issue based joint campaign uniting with these forces also can be organized according to concrete conditions.
Let us organize powerful campaign and protest actions on 7th August in solidarity with the Kashmiri people as part of our long term program for strengthening the campaign and struggles against the intensification of neo-liberal/corporatization policies on the one hand, and fascisation on the other by the Modi-2.

As apprehended, within few minutes Article 370 is repealed by ordinance signed by the president and J&K is divided in to two union territories through bills presented in the parliament in the name of integrating it with India by Modi-2. These steps fundamentally violate the Instrument of Accession of 1947 and is a gross betrayal of the trust of the Kashmiri people. In order to impose these decisions, apart from the already heavy deployment of military and para-military forces, more forces are air lifted to Kashmir. These steps may integrate these regions, as claimed by RSS parivar, geographically for the time being, but will divide the people deeply. These steps by the Modi-2 are acts of treason which will only disintegrate the country. These steps, it is clear, are intended for pursuing a policy of demographic aggression in the valley and enlarging the conflict at the Line of Control to a Gaza like situation, which will gladden only Modi’s friends, the Zionists of Israel and their US promoters.

We call upon all party committees to join hands with all ike minded forces and people and to oppose these acts of treason by the Modi-2.

CPI(ML) Red Star Calls for Countrywide Protests against Modi-2's Intensification of Neoliberal/Corporate Policies and Fascisation! Stand in Solidarity with the Unnao Rape Victim!

The PB of CPI(ML) Red Star which met Delhi Party Centre on 1st and 2nd August discussed the dangerous developments taking place very fast after Modi-2 took over. In spite of NDA not having majority in the Rajya Sabha, as the opposition parties have failed so far to take any firm stand against Modi-2, with some of them already shifting towards BJP, while many leaders of opposition parties including RS members resigning or joining BJP, it could easily get the amendments to NIA bill, to UAPA, and to RTI adopted along with the adoption of the Triple Talaq Bill. While the first budget of Modi-2 has made a leap towards privatising the remaining PSUs and strategic areas, has fully opening the economy to FDIs taking PPPs to highest levels, the Workers’ Codes announced have cut down all workers’ rights. At the same time, mob lyncnings, forcing Muslims to shout Jai Sriram, attacks on minorities and dalits etc by RSS mobs are intensifying fascisation of the society and state apparatus at all levels. By sending more para-military forces and postponing elections to the assembly, the Kashmir situation is made more explosive. In this situation of all round intensification of neo-liberalization/corporatization, along with fascisation, when the plight of the workers , peasantry, and all oppressed sections including dalits, Adivasis, women and others are worsening fast, when the plight of Unnao rape victim and her family reveal the fearful criminalization of the state machinery, the PB calls on all SCs and SOCS to organize campaign against these policies of Modi-2,joining hands with like- minded forces wherever possible.
