NARAYANPATNA Block Committee and Bandhugaon Block Committee of the CPI(ML) Red Star organized Rally and Demonstration at Narayanpatna, Koraput on 18th October 2017. It was organised by the Party with a 15 Charter of Demands submitted to Chief Minister and Governor of Odisha through BDO Narayanpatna. The meeting was presided by Party District Secretary Comrade Bibek Ranjan (Advocate). CPI(ML) Red Star Polit Bureau Member Comrade Pradip Singh Thakur, AIKKS National Secretary Comrade Tejram Vidrohi, AIKKS State president Comrade Pramod Kumar, Party State Secretary comrade Sivaram, Tribal leaders, comrades Lachha, Krishna Huika, Dalit Leader comrade Surendra Gantha, TUCI Leader Govinda Naidu, Ganesh Jani and many others spoke. BDO received the memorandum from the demonstrators, from the hands of Party Narayanpatna Block Committee Secretary Comrade Ramesh Pradhan and Bandhugaon Block Committee Secretary Comrade Appa Rao. Thousands of adivasis, dalits, peasants, workers, youths, students and women participated in the rally which was started from Rath Pada (Near Party Narayanpatna Block Committee Office) and reached the Block office and marching back through the whole bazaar again to the party office declaring the future programmes and charter of demands before the people.

The program was held despite obstacles created by police and administration. Local Police, BSF jawans and officers and SDPO Laxmipur were denying permission to hold rally and meeting. Our comrades and leaders are harassed, mentally tortured, threatened to kill naming as Maoists. They were detained in many places. In a letter addressed to Chief Minister; Chief Secretary, D.G..Police, SP , Collector and District Magistrate, Koraput, and released to the press com. Sivaram, state secretary of CPI(ML) Red Star alleged arbitrary actions by the authorities of Koraput district to prevent open and democratic activities by the party.

The Demands:

Immediately arrest and give exemplary Punishment for the Paramilitary force Culprits of Kunduli minor dalit girl gang rape case. Stop Paramilitary and police atrocities on common people making nexus with exploiters in that area. Judicial Inquiry with High Court Sitting Judge into Bhagaban Panasputia Murder case, who was protesting mining at Koraput. Provide 5 acres of lands to all adivasi, dalit and poor landless families. Immediately implement Swaminathan Commission’s recommendations on Remunerative Prices on all agricultural products including Land Reforms. Increase minimum wages of all Workers including agricultural Workers. Implement Govt. declared minimum wages strictly in all Industry and establishments. Register all Construction Workers and other unorganized workers soon under Odisha Building and other Construction Workers welfare Board and Odisha Social Security Board. Implement comprehensive policy to provide social security to all Workers. Develop all Govt. Hospitals and Educational Institutions. Provide complete free quality education for all. Implement Common Education System. Provide complete free and quality healthcare service for all. Scrap profit motive economic policy. Implement strict policy to provide employment to all. Guarantee minimum 250 days work for every capable person. Ensure unemployment allowance for every unemployed. Stop all types of loot and corruption in all welfare and development schemes. Provide Ration Card to all. Implement Universal PDS. Provide free Ration to all families. Stop providing land, forest and water to Corporates. Implement Land reform soon. Improve public transport system. Run Govt. Buses to all areas. Stop over charging of fare in buses. Stop all types of atrocities on dalits, adivasis. Implement comprehensive policy and plans to develop adivasi, dalit and backward communities. Resist communal Fascist Forces. 
