CPI(ML) Red Star - ICOR
THE International Coordination of Revolutionary Parties and Organizations (ICOR) annually observe the International Day of Struggle against war and fascism, among other days on 1 September (first day of World War II). Today we call to take to the streets on a mass scale and demonstrate in the spirit of fighting against fascism and imperialist war and against the warmongers of every colour – for a world without exploitation, oppression and imperialist wars!

For decades the threat of a nuclear war, which can never be restricted to one region, has been as high as today. US President Donald Trump openly threatens North Korea (Democratic People’s Republic of Korea) with a nuclear strike. US imperialism as the only superpower still is the enemy of all peoples, and the main threat to world peace comes from there. The regime in North Korea on its part threatens to attack the US military base on the island of Guam with missiles, which would mean a dangerous escalation of the conflict. But the situation of North Korea has to be seen also in the context of the destructive war waged by the USA and allies against North Korea for more than 60 years and the continuing harassment bullying of the USA. In spite of it, in 1964 socialist China regarded as self-understood to waive a nuclear first strike.

The areas of war and crisis like Ukraine, Syria or Afghanistan are dangerous hotbeds, too. Dozens of unjust wars are going on all over the world today. In their struggle for re-dividing the world all imperialist great powers are involved.

In this situation, strong cross-border, anti-capitalist and anti-imperialist actions are urgently necessary up to building an anti-imperialist, anti-fascist united front against the warmongers which is becoming the order of the day. We need a new strong worldwide peace and anti-imperialist movement, directed against any imperialist aggression and consistently committed to proletarian internation-alism. Some seek to identify some imperialists like the EU, Russia or China as being more peaceful, more moderate or even as peacemakers. Such is also the thrust of the deceptive social chauvinist propaganda.

2017 is the year of the 100th Anniversary of the Socialist October Revolution. It has set the signal, how socialist revolution puts an end to imperialist war!
TRUMP’S announcement of the withdrawal of US, world’s largest carbon polluter, from the Paris Climate Agreement once again shows the aggressiveness of US imperialism. The agreement itself has been a window-dressing in view of the urgent need for a fundamental solution and the daily necessity for the masses of the world as the decisive force to fight for more efforts from the governments to overcome the environmental catastrophe facing the planet.

Thus, the USA provocatively withdrawing from the Paris agreement is a frontal assault against the demands of the masses worldwide!

Almost all countries that signed the agreement are standing united against this utterly criminal decision by a rogue president of a rogue state which to this day has implemented none of the climate agreements unanimously signed by the comity of nations including the much talked about Kyoto Protocol. It is high time that the progressive forces the world over also take initiative to fight for more meaningful decisions for resolving the threats emanating from climate change which is the direct outcome of the development paradigm led by corporate profit motive today.

However, it is revealing to note that, in spite of issuing statement for continuing with the Paris Accord, the Indian regime with Prime Minister Modi has refrained from joining with the comity of nations condemning the US decision, that too when Trump has vehemently attacked India characterizing it as one of the biggest carbon emitters while India’s per capita carbon emission is just one-tenth of that of the US. Also many other signatories are content with verbally criticizing Trump’s pull-out without taking the completely insufficient and not even achieved goals of Paris as an occasion for a really effective protection of the world climate.

We appeal to the masses of the world, all progressive-democratic forces, environmental activists including the scientific community to resolutely come forward condemning this US decision and join together, to protest and to bring about more meaningful steps to resolve the ever intensifying environmental crisis confronting planet earth.

ICOR Resolutions

Solidarity with Miners in Ukraine

4th May 2017 was marked by the beginning of a new and the so far largest workers’ protests in Ukraine of the 21st century. On this day the night shifts of three mines of the iron ore combine Kriworog refused to leave the mine. Workers’ assemblies were held underground. The miners put forward their demands, such as raising wages for heavy workers to 1.000$, at least in order to return to the wage level of 2012!

On 6 May miners of the Artem mine joined the protest actions of the iron ore combine. On 10 May 200 workers of the mine Jubilejnaja remained underground. What is remarkable is that the miners’ movement has developed in privatized mines, among others of the corporation groups Starmill limited (Cyprus)and Arcelor Mittal. Others belong to Ukrainian oligarch capitalists. Now workers’ unrests are increasing, also in the state-owned mines of the Lwow-Wolynsk-coal basin. A report from Ukraine states: “It is positive that the workers of Ukraine now stand up to defend their social-economic rights, and that they do not allow their movement to be hijacked by any bourgeois-political party. In this situation it is necessary like never before to develop maximum structures of horizontal coordination between the protesting workers, as well as to call upon the workers all over the world for international solidarity with the protesting workers of Ukraine.”

Even though most of the protests have been ended for the time being, ICOR calls for broad solidarity with the miners in Ukraine today and in the future. Send solidarity messages, inform about the strike movement in Ukraine! Get in contact with the trade unions and discuss solidarity actions!

100 Years October Revolution: Don’t give anticommunism a chance

“A spectre is haunting Europe – the spectre of communism. All the powers of old Europe have entered into a holy alliance to exorcise this spectre (...) Two things result from this fact. Communism is already acknowledged by all European powers to be itself a power.” (Karl Marx, December 1847)

Meanwhile we can proudly say that workers and revolutionaries of the world have accomplished it: The spectre has completed its flight around the world and has become indispensable as a perspective against imperialism. The ICOR campaign on 100 Years Socialist October Revolution comes right on time in order to spread the perspective of socialism among the masses, workers, peasants in an offensive way and to unfold a discussion among the masses on it. The ICOR organizations all over the world are active for that. As every year on MayDay, on the day of struggle, this year the Marxist-Leninist Group of Switzerland (MLSG) attracted attention with an exhibition on burning topics of the time: this year on the topic 100 Years October Revolution! In Zurich, as the city in which Lenin lived for a long time, it attracted much attention, approval among the workers and the masses and reinvigorated the strategy discussion among them.

Reason enough for the bourgeois media to react with vile attacks, defamations and slander against the remarkable and also artistically very valuable exhibition. So the Zurich NZZ wrote: “Lenin answered to the question ‘What is to be done?’ with force and terror starting in 1917. (...) Finally there also is the problem that for a ‘successful’ construction of socialism millions of people had to be tortured and murdered. The great Chinese helmsman Mao Zedong, which the MLGS invokes in its writings, according to cautious estimates has 30 million persons on his conscience.” (NZZ [Neue Züricher Zeitung], Lucien Scherrer 28 April 2017)

Massive pressure was exerted on the organizers of the big May festivity with altogether 15,000 participants to distance themselves from the exhibition. But these withstood in a courageous way! The angry reactions of the bourgeois media show that especially today, 100 years after the socialist October Revolution, those in power fire from all guns against socialism/communism.

The methods of modern anticommunism are similar all over the world. Just take enough “alternative facts”, a little bit of Stalin, much blood and a small touch of truth for credibility, and stir once vigorously and the anticommunist atrocity story is ready. The betrayal of socialism by a degenerated bureaucracy and the restoration of capitalism is consciously covered up in order to pursue an obscure cheap propaganda of anticommunism.

What is the source of these “facts” which the imperialists refer to? For the main part their source is Khrushchev’s secret speech attacking Stalin and socialism. Subsequently some “historians” (Stéphane Courtois, Robert Conquest or “victims” like for example A. Solschenizyn, an avowed admirer of pre-revolutionary tsarism and frequent lecturer at extreme right-wing and fascist seminars and events) made use of these “facts” and supplemented them with wild number games. So for example the socialist Soviet Union and Stalin personally are blamed for all the victims of the 2nd World War – because without the existence of the socialist Soviet Union Hitler would supposedly not have started a 2nd World War!

The motive is evident: it is the fear that more and more people are looking for a perspective alternative to capitalism. The perspective of genuine socialism shall be taken away. But every day the imperialist reality provides new arguments for a societal, socialist/communist alternative: Every year 30 million people die because of capitalism, meanwhile there are 65 million refugees who have to leave their home country because of capitalist wars, famine resulting from speculation etc. and who drown by the thousands in the Mediterranean Sea. The multinational corporations have subjugated the world.

The angry attacks of anticommunism are an incentive for us to intensify the ICOR activities on 100 Years October Revolution. Solidarity with the comrades of MLGS and with all those who are affected by repression because they stand up for the socialist alternative!

Participate in the ICOR activities in the individual countries, as well as in the international theoretical seminar from 27 to 29 October 2017, in the international mass event on 28 October and in the visit to St. Petersburg from 5 to 9 November 2017.

“Anticommunism is the basic madness of our epoch” (Thomas Mann, world-famous writer and novelist)

Resolution on Bhangar Movement

The people in Bhangar in West Bengal in India are fighting a fierce struggle. Led by the The Committee to Save Life, Livelihood, Environment and Ecology (Jomi Jibika, Poribesh evam Bastutantra Suraksha Samiti) they are fighting against the 400 KV power grid that is being forced upon them. The struggle has been going on now for many months. Due to the fierce resistance of the people the Trinamool Congress (TMC) Govt. of West Bengal has had to give up the project for the time being. This was only after the resistance was such as to make martyrs out of two youth who died by police bullets during the resistance. Hundreds of local people have been arrested including Coms. Pradeep Singh Thakur, state secretary, and Sharmistha Choudhury and Sankar Das, CC members of the CPI(ML) Red Star, along with com. Kushal Devnath of KMP.

However, in an undemocratic and illegal manner, without any consultation with the people, the Government is still planning to carry on with the project whenever it is able. In an attempt to break the resistance, the Government has illegally charged those arrested under the Unlawful Activities Prevention Act (UAPA) which is to be used against organizations which the government calls as “terrorist” organisations. Massive protests have taken place all over the state demanding scrapping of the project, abolition of UAPA, release of all arrested and compensation to those affected. All left parties including CPI, CPI (M), CPI (ML) Liberation, PCC CPI (ML) and many others have come together in these protests. We also offer our international solidarity to these protests.

Today, TMC goons are roaming the streets in the area around the 15 affected villages. Not being able to penetrate the villages themselves, they have resorted to attacking the villagers whenever they are coming out of the villages. The villages are facing an economic blockade. The villagers are beaten up or arrested even if they leave the villages to go for essential shopping or to attend to bank or official work, etc. Essentials like milk and vegetables are not allowed to enter the villages. Even a team including a retired Judge of the High Court was stopped and beaten.

We fully support the struggle of the people of Bhangor for their land, livelihood, for the environment and for ecology. We demand an immediate stoppage of the economic blockade of the villages of Bhangor. We call upon all democratic and left forces in India to take up this question as a question not only of the environment but of democratic rights. We will work to inform the working class and the oppressed people in our own countries of this movement and to mobilise them also in support.

Resolution on Venezuela

The people of Venezuela are at a great turning point because of the politics of the USA to regain their supremacy in Latin America. For this aim the USA wants to give back the political and economic control to their allies of the big bourgeoisie, who are launching an entire political campaign in order to drive the Maduro government out of power. They are using the difficult economic situation due to the drastically fallen prices for oil. It is a difficult and perhaps the most difficult situation which the Bolivarian government of Venezuela has experienced since 1999. For it is confronting the USA, the governments of the region, the opposition, as well as a discontent people, because of the politically unstable situation, a bad social situation and manifestations of political repression. This situation is being used by the USA to exert still more pressure. The government has called for a nationwide Constitutional Assembly so that all political positions will be heard and the people can put forward their criticism, discontent and proposals. In this difficult situation the ICOR is in solidarity with the Venezuelan people in their struggle for the right to democratically decide their own fate. 
THE President and the government of the Republic of Belarus continue to carry out neoliberal reforms, which primarily cut financing of the social support of the population. Retirement age has been increased; every three months the tariffs of the municipal services (heating, rent, water) are increased; the employment is done through a contract system, which gives unlimited rights to the employer and nullifies the rights of the employees to make decisions, form professional unions, hold meetings and organize strikes. New taxes are being constantly introduced. In April 2015 the president signed into law Decree ¹ 3. The decree imposes a tax of approximately $230 (paid once a year) for citizens of the Republic of Belarus who have not been engaged in production or another industrial, administrative or economic activity during 183 calendar days. Failure to pay this tax is punishable by fine, as well as administrative arrest with forced labor. Thus, instead of creating additional jobs, the state imposed additional taxes on the unemployed and their families. Since October 2016 there have been reports of the first cases of the enforcement of this law. According to the reports of the tax inspection, more than 400,000 tax notifications were sent out, which constitutes about 10% of the employable population of the republic, while the official unemployment rate reported by the Belarusian statistics service is 2%.

In December 2016 the first protests of the citizens outraged by the absurd and anti-people character of the decree took place. In January 2017 those protesters were joined by the citizens, not directly affected by the decree, but outraged by the antisocial politics of the authorities. In February and March thousands protested in all cities of Belarus, and the authorities turned to repressions. Approximately 200 people were arrested and fined across the country in February and beginning of March. Among them three anarchists were detained in Brest on March 9th during a peaceful rally permitted by the authorities. On March 15th three activists of ecological and feminist movement were arrested during a peaceful rally in Minsk, and after the rally the state security officers stopped a trolley bus and arrested 15 anarchists and citizens, who supported them.

After March 15th arrests of opposition leaders began under various pretexts. On March 20th the authorities staged a breakthrough of terrorists across the Ukrainian-Belarusian border, trying to create an appearance of a terrorist threat. On March 24th a number of activists and journalists were arrested in the office of the Belarusian Green Party while they were collecting food and money for the detained activists. On March 25th during the Freedom Day demonstration the authorities deployed internal troops and special police departments, equipped with water cannons, to the streets of Minsk. Activists and bystanders, who not participate in the demonstration, were detained and beaten. According to various estimates, between 300 and 600 people were detained. Most were convicted, subjected to administrative arrests and fines.

Following the line of the masses, we oppose the anti-people decisions of the Belarusian president and the government.

 We say no to police tyranny!

 Power to the working people!

 Proletarians and oppressed peoples of all countries unite! 
US Armed forces carried out a massive military strike against the Syrian airport Al-Shayrat on 7 April 2017 leading to numerous martyrs, deaths and injuries. US-imperialism used the pretext of a prior deployment of poison gas in the province of Idlib. Until today it is not sure who actually is responsible for this war crime. It should be remembered that years ago the USA also claimed that Iraq possessed chemical weapons which later was exposed as a pretext in order to justify the imperialist war of aggression against Iraq.

The ICOR (International Co-ordination of Revolutionary Parties and Organisations) condemns the US American military strike. This also applies to prior attacks of the Zionist regime of Israel against Syria. More that 7 million people were forced to flee from Syria, tens of thousands were killed. All imperialist and reactionary powers involved there are responsible for that. The imperialist war crimes must be considered to be a direct support for terrorist fascist forces like IS that have already established themselves there.

The ICOR unequivocally rejects imperialist, colonial intervention of any kind in all regions of Syria. It supports the worldwide peace movement and the struggle of the masses against military aggression of any imperialist power without exception. The ICOR rejects the use of deadly nuclear, biological and chemical weapons against the peoples.

On 8 May 1945, the weapons on the European battlefields fell silent after six years of a murderous war. Socialism proved to be stronger than fascism and reaction. Thus, the ICOR declared 8 May to be the International Day of Struggle against Fascism and War.

The ICOR calls upon all revolutionary and progressive forces to unite their efforts in order to fight back all imperialist interventions aiming at subjecting Syria and the entire Arabian region to imperialist interests. Imperialist wars and the threat of war will only be abolished by revolutionary overcoming the imperialist world system!

 Against imperialist interference of any kind in Syria!

 Long live the struggle of the peoples of the Middle East!

 For peace and friendship among peoples – for socialism! 
ON 18 March 2017, 13 workers of the Japanese-Indian corporation Maruti-Suzuki in India were sentenced to life imprisonment on trumped-up charges of murder, 18 were sentenced to a long prison term. Only a few hours later 35,000 workers went on strike against this scandalous verdict. There is a call for a nationwide day of strike on 4 April. The ICOR supports this day of strike and calls for organizing worldwide solidarity actions. The only “crime” of these workers consists in having led one of the first and thus internationally most highly important strike of a “core workforce” against the dismissal of contract workers and in having built up the militant trade union MSWU against all repressions.

The attack on the Maruti-Suzuki workers is an attack against the entire international proletariat. The ICOR – the revolutionary world organization with 50 member parties and organizations on four continents – declares its full solidarity demanding the immediate annulment of the judgments and the release of the political prisoners!

The ICOR supports the call of Indian trade unionists for a national day of strike on 4 April and calls for worldwide solidarity and protest actions on this day in order to unfold the international solidarity and international workers’ unity against the ultra-reactionary Hindu-fascist Modi government. The experiences of the workers call for a coordination of the internationally raging struggles:

 The Russian state uses police and paramilitaries against the just struggles of the Russian miners of “King Coal” in Gukovo for compensations after a plant closure. They are blocking the town and attacking the miners.

 With the takeover of Opel by PSA ten thousands of jobs are endangered in Germany and France; militant workers advocate the cross-border struggle.

As organization of practical cooperation and coordination the ICOR promotes the cross-border struggle of the working class in accordance with the slogan of Karl Marx and W.I. Lenin “workers of all countries, unite!” and among other things supports the construction of the International Automotive Workers Coordination (www.iaar.de/index.php/en) and the International Miners’ Coordination (www.minersconference.org/index.php/en/)

100 years after the victorious October Revolution in 1917 in Russia we learn its most important lessons: the working class must have the leadership in the society-changing struggle, in the revolutionary movement! The workers are only victorious with a strong, firmly rooted revolutionary leadership, revolutionary and Marxist-Leninist parties!

 Strengthen the international workers’ unity and the international workers’ coordination!

 Workers of all countries, unite!

 Workers of all countries and oppressed peoples, unite!

 Strengthen the ICOR! 
THE year 2017 marks the 100th anniversary of the Socialist October Revolution. This anniversary is the very own matter of the revolutionary Marxist-Leninist and working-class movement. The 2nd ICOR World Conference adopted a farsighted decision for that:

“In 2017, all over the world the 100th anniversary of the Socialist October Revolution will be commemorated, the revolution which not only changed Russia, but the world. For the first time in the history of humankind the working class under the leadership of the Bolshevik Party with its chairman Lenin had conquered state power by overthrowing the backward and brutal tsarism. (...) The ICOR will pay tribute to the Socialist October Revolution in keeping with its universality and its relevance to the present and will organize a joint worldwide campaign on the occasion of the 100th anniversary (...). This joint campaign in the spirit of the Socialist October Revolution is addressed to the international working class and the peoples of the world fighting against imperialist barbarism and for a bright future of humankind. Long live the Socialist October Revolution! Long live socialism! Forward with the ICOR!” (Decision of the ICOR World Conference)

Today the general crisis of imperialism manifests itself in all its gravity. The election of Donald Trump as US president is a manifestation of the shift to the right by those in power in the USA. His aggressive, racist and proto-fascist politics of protectionism, of repression of democrats, antifascists and revolutionaries intensifies the world situation. Similar developments appear also in other states and are not an expression of strength of those in power. Rather they are a reaction to the deepening general crisis-proneness of the imperialist world system, which itself obtains a new quality due to these politics. The reactionary politics are an attempt to channel the search of the masses for a societal alternative to rightist forces. Imperialist wars and fascist terror organizations threaten the lives of millions. Worldwide more than 65 million people are fleeing. Workers face the challenge to wage an internationally coordinated fight against exploitation and oppression. In view of a threatening international environmental catastrophe the international environmental movement must act jointly with the working-class movement. The women of the world organize themselves and coordinate their activities against double exploitation and special forms of oppression. The rebellion of the youth is directed against the lack of prospects offered to them by imperialism. Political crises are becoming more frequent.

This situation calls for a strengthening of the revolutionary forces!

But so far the revolutionary forces are not sufficient for satisfying the search for a societal alternative among the workers and the broad masses, for giving all the important struggles, uprisings and rebellions a clear direction and perspective in the struggle for democracy, freedom – socialism! The ICOR is the union for practical collaboration and mutual support in class struggle and party-building. Presently it consists of 48 member organizations from 41 countries and has connections to 20 more. They practically collaborate on annual days of struggle for saving the environment, May Day, Anti-war Days and on 8 March – the worldwide day of struggle for the liberation of women. The ICOR gave a worldwide respected signal with its 177 brigadists who built a health-care center under the most difficult conditions in Kobanê in Rojava/North Syria, which had been occupied and destroyed by Daesh (IS), but was finally liberated. The ICOR issues resolutions on current topics and organizes global activities – like for example on the occasion of the inauguration of the arch-reactionary Trump.

The campaign initiated by the ICOR and supported by the International Conference of Marxist-Leninist Parties and Organizations (ICMLPO – International Newsletter) consists of two pillars: the organizations of ICOR and ICMLPO in the individual countries, the continental coordinations of ICOR and cooperating alliances organize national, regional and continental activities. Please, inform yourselves about that on the ICOR website www.icor.info! Central activities and climax are an international theoretical seminar and a cultural mass event in Germany from 27 to 29 October with planned 1,000 – 1,500 participants. Between 6 and 9 November 2017 national delegations will take part in the international demonstration in St. Petersburg on 7 November at the sites of the October Revolution.

The ICOR calls upon all persons looking for a societal alternative, all class-conscious workers, the oppressed peoples, the militant women, the rebellious youth and the broad masses:

 Let us learn from the October Revolution! Let us unfold a mass discussion on the liberation from exploitation and oppression in socialism!

 Let us firmly counter the anticommunist smear campaign to be expected!

 Let us strengthen the Marxist-Leninist parties for leading the struggle of the working class and the masses in the different countries!

 Let us organize hundreds of thousands in the worldwide revolutionary movement and strengthen the worldwide coordination and cooperation by the ICOR! 
WORLDWIDE, more and more women are freeing themselves from the chains of feudal and capitalist/imperialist exploitation and special oppression: they fight against poverty, for jobs, for preserving the natural foundations of life, for a life in peace and freedom. In particular young women speak up and struggle against sexism and misogyny. Internationally the worldwide women’s movement was the initiator of the worldwide protests against the inauguration of the new US president Trump!

Women are getting organized and coordinated!

Worldwide, ever more organized mass movements and alliances have emerged over the last years, in particular against violence against women – as for example the worldwide movement “Ni una menos” (not one more) initiated by the women of South America; in 2016 there were unprecedented nationwide protests of men and women in India after young women had been brutally raped; in Europe/Germany a broad social movement emerged against sexualized violence against women under the slogan Nein heißt Nein (No means No). At the same time in an anti-racist way this movement also opposed the instrumentalization of this issue “against Islamist immigrants” and also achieved a change of the law governing sexual offenses – even though still a half-hearted one; in Kurdistan women are fighting with the Kurdish liberation movement for the liberation of women and have achieved a lot in short time! An important step forward in this regard is the coordination of their struggles and their organized union in the process of the World Women’s Conference of grassroots women, most recently at the 2nd World Women’s Conference 2016 in Nepal. In this process the grassroots women of the world are getting organized – women workers, laboring women, teachers, housewives and young women discuss and coordinate their experience, struggles, demands and collaboration. This process of the World Women’s Conference of grassroots women which reaches far beyond the ICOR is supported by the ICOR in accordance with its own objectives and principles.

From the beginning, the objective of the liberation of women was anchored in the programmatic objectives of the ICOR. The ICOR coordinates and cooperates worldwide on annual days of struggle for the International Women’s Day and advocates the promotion of women in the parties and organizations of the international revolutionary and working class movement.

The liberation of women, feudalism and capitalism are incompatible!

While on one hand, immeasurable wealth is piled up, the imperialist world system calls into question the living conditions of the masses. The liberation of women from double exploitation and oppression, not least by patriarchal structures and traditions requires the self-liberation of women, their participation in the worldwide struggles for democracy and freedom, a socialist revolution, the worldwide building of socialism and the organized alliance necessary to achieve this. The year 2017 is an excellent occasion to draw lessons from the first successful socialist revolution, the October revolution in Russia. It is a historical hallmark with imperishable achievements in the liberation of women.

8 March belongs to the women of the world, occupying streets and plazas with their demands, loud, confident and optimistic.

ICOR-Parties! Support and promote the militant women’s movement, the promotion of women and organizing many women in your organizations!

Long live international solidarity!

Women and girls of the world! Organize in the struggle for the liberation of women and of humankind as a whole! Participate in the campaign 100 Years October Revolution! 

The Communist movement in India has a history of almost a century after the salvos of October Revolution in Russia brought Marxism-Leninism to the people of India who were engaged in the national liberation struggle against the British colonialists. It is a complex and chequered history.
