More information and comments on the 2-day trip of a 23-member delegation of European parliamentarians, the so called "influential decision-makers from the European Union" are pouring in from various sources. And the major critique coming from the Indian opposition against the Modi regime for facilitating this event that was managed by a self-styled NGO, an "International business broker" is with regard to its "deliberate internationalisation of the Kashmir issue", even as the latter has already been internationalised.

However, the more threatening but less discussed emerging trend associated with the event is a well-marked unholy alliance between the neo-fascists in Europe and India. Even as UN Human Rights Council is denied permission to visit Kashmir, this trip from the ultraright sections of the European political-financial elite should be viewed as an ingenious move to impart a firm ideogical basis for the surging fascistisation in India including the Constitutional coup on Kashmir.

For, as reports indicate, these EU parliamentarians who are visiting Kashmir belong to the far-right, xenophobic, anti-immigrant and Islamophobic neo-fascist parties such as AFD of Germany, Brexit Party of Britain, Forta Italia, National Rally France, etc. who are engaged in an anti-communist pan-European fascist alliance against working class, immigrants and refugees.
In the mad pursuit of seeking international support for its fascistic offensive on Kashmir, the Modi govt has already made the biggest sell-out of Indian economy to all imperialist powers, the US, EU, Japan and China. And the scheduled Global Investors Meet in Srinagar in forthcoming November is in continuation of this anti-national move. Now the current Kashmir visit of the European neo-fascists is in conformity with the corporate interests of the internationalised finance capital.

This calls for more serious understanding on the part of genuine anti--fascist forces for building up effective resistance against neoliberal fascism including Hindutva fascism. Unlike classical fascism, contemporary neo-fascism needs to be analysed in the context of internationalisation of capital and the efforts on the part of twenty-first century fascists the world over for effective ideological-poltical coordination against world people. That is, on the one hand, corporate fascists are using all avenues at their disposal to disorganize and fragment resistance against them, on the other, they are succeeding in establishing the required ideological-poltical basis for fascistisation. The Kashmir- visit of European neo-fascists is to be seen in this perspective.

Ayodhya: CPI(ML) Red Star’s Appeal: All Secular democratic forces unite to defeat RSS moves to turn Ayodhya in to a communal cauldron in the name of building Ram Mandir!

The Ram mandir issue was always BJP’s trump card. It was by organizing rathyatra for it, Advani had boosted political influence of RSS parivar in early 90’s. From that time onwards, Ram Mandir was their mascot. Now, on a time bound manner the supreme Court has completed the hearing on this long pending case, though it is still sleeping over the case against large number of RSS parivar including top leaders like Advani for the demolition of Babri Masjid. Any time the verdict can come. So, consciously, similar to what happened in 1992, it has started mobilizing large number of youth from North Indian states and celebrating Deepavali in grand manner spending crores of rupees. Communal tension is built up. Though chief minister Yogi is asking the huge number of people assembled at Ayodhya to keep restraint, the double talkof RSS men is well known. An impression is created that whatever may be the order, they will go ahead with construction of the Mandir at the disputed site.

It is as a part of this campaign, a minister in Yogi’s UP cabinet has blatantly said that the Ram temple would be constructed in Ayodhya “because the Supreme Court is ours”. The state’s cooperative minister, Mukut Bihari Verma was speaking to media persons in Bahraich district when he said, "Construction of Ram temple in Ayodhya is our resolve. The Supreme Court is ours. The judiciary, this country and the temple [are] ours too”. He said that though the party has come to power on the “plank of development”, the Ram temple would be constructed this time! Because BJP is determined to consolidate its majoritarian Hindutva vote bank, by spreading Islamo/Pak phobia, scrapping of Article 370, terrifying the Muslims and oppressed masses using NRC, and the construction of Mandir as its climax before declaring India as Hindurashtra! The RSS is in such a make-believe world. Indications of such a bellicose move is evident from the continuous mounting of communal tension at and around Ayodhya. In different parts of UP also such communalization is causing panic among the Muslims and to make them surrender.

All these moves show that whatever may be the court verdict, similar to what they did in 1992 by demolishing the Babri Masjid, this time the RSS parivar may go for the temple construction. The hiccups in both Maharashtra and Haryana assembly elections mainly as a reflection of the intensifying economic slowdown, which he wants to hide has made Modi leadership nervous. So to cover it up, a Ram temple at Ayodhya can become very handy.

The daily exhortations of UP chief minister show that a dangerous situation may be created as the date for announcing the SC order is coming nearer. So we call upon and appeal to all secular forces to come forward and campaign against the frantic communalization resorted to by RSS parivar especially at and around Ayodhya, and all over UP. We should campaign for communal harmony upholding secular values. A vigorous campaign should be organized all over the country to expose and defeat the communal machinations of RSS parivar using state machinery and even Constitutional institutions.

RCEP (Regional Comprehensive Economic Partnership), the proposed free trade agreement (FTA) between the 10 member states of the Association of Southeast Asian Nations (Asean) and its six FTA partners including China, India, South Korea, Japan, New Zealand and Australia is going to be a severe jolt to Indian economy which is already in recession. India is going to decide whether to join the deal when Prime Minister Narendra Modi join other RCEP heads of states in Bangkok on 4 November where conclusion of negotiations for the deal is likely to be announced.
The deal is already facing increasing resistance from domestic industry, farmer groups, diary workers, civil society organizations and opposition political parties in our country who point out that China, Australia, Japan and South Korea will dump cheaper goods into the huge Indian market using the RCEP deal, further worsening the present serious slow down which has forced many major producers including automobiles to cut down production, tens of thousands of medium and small units to close, intensified agrarian crisis and thrown out tens of millions of workers from their jobs.

In this situation, we oppose any decision on the part of Modi government to sign this deal. We appeal to all trade unio centers, peasant organizations and unemployed youth and other oppressed sections to come out and oppose this deal.

Approach to the Constitutional Coup on Kashmir and the Task before Democratic Forces
[Edited version of Comrade Kolla Venkaiah Memorial Speech by P J James, PB Member, CPI (ML) Red Star]

Kashmir remains as the most militarised region in the world today. With the entire people being caged following abrogation of Article 370 on August 5, 2019 by the corporate-saffron fascist Modi regime, Kashmir is literally a prison-house now. With 900000 military and paramilitary troops stationed in Kashmir, which has only a population of 15 million, it has become the highest militarized region in the world at par with Zionist occupied West Bank. With the possibility of the number one and two imperialist powers, US and China directly coming into 'conflict' at Kashmir, Modi regime through its actions have transformed Kashmir as one of the most important geo-strategic global 'hot-spots’ too. And it's consequences to the Indian people, especially in view of Indian regime's ongoing integration with US as the latter's junior strategic partner and as a launching pad in its machinations against China are gruesome. In effect, Modi's Hindu Rashtra policy on Kashmir has transformed India as a direct focal point in the inter-imperialist contradictions, especially between US and China.

Since the mainstream Indian corporate media is already co-opted or collaborated and those who are resisting being already subjugated, people have to depend on international media to know the whereabouts of Jammu and Kashmir today.

Meanwhile, the RSS-led BJP regime after abrogating Articles 370 and 35A through a Constitutional coup as per its Hindu Rashtra agenda, is engaged in a most vicious propaganda to justify its heinous move of downgrading J&K and dividing it in to two union territories. Claiming Kashmir as Akhand Bharat’s legitimate property, the usual argument being put forward is that the Special constitutional Provision for Jammu & Kashmir has been the root cause of the Kashmir issue including its alleged underdevelopment. Abolition of this special provision, it is argued, will lead to the integrated development of J & K and shall also result in ending the menace of separatism in the region.
At the outset, we have to unequivocally say that this is a ‘post-truth’ version on the part of Hindutva forces. At the time of power transfer, many princely states were outside the so called India and Pakistan defined and handed over to the respective rulers then by the British. It was through a complicated process that many erstwhile kingdoms acceded either to India or to Pakistan. In spite of that, J&K, Manipur, Nagaland and Sikkim continued outside India. However, Kashmir situation where majority of the population was Muslim but ruled by a Hindu king Hari Singh was totally different. The King initially took the position not to join either Pakistan or India. However, towards the last quarter of 1947, there was a Pakistan-instigated infiltration in Kashmir that prompted the King to seek Indian help followed by him joining India based on an Agreement (Instrument of Accession) between the two without seeking the opinion of Kashmiri people. According to this Agreement, except Defence, External Affairs and Communications, the J&K is empowered to frame laws of its own. There was also an understanding (connected with UN intervention in 1948 followed by India moving to UN opposing Pakistan) that there should be a plebiscite or referendum in which the people of Kashmir shall use their right of self-determination, thereby either to remain as an independent country, or to join India or Pakistan.
During the initial days, Congress leaders like Nehru were upholding this perspective, though RSS (also discredited with its involvement in Gandhi assassination, and on account of its espousal of Manusmriti as the Constitution, etc.) had been opposing this position from the very beginning. Meanwhile several rounds of discussion at national and international levels had been there regarding the Kashmir question, contrary to the false Sanghi propaganda now being spread that Kashmir has never been an international issue. Even ceasefire between India and Pakistan was arrived at based on UN propositions. However, in course of time, by the second half 1950s, a mood began to be created in Indian ruling class circles that the Instrument of Accession itself was sufficient enough to treat Kashmir as an inalienable part of India. Meanwhile though several discussions went on between Indian and Pakistani leaders on Kashmir, both sides took diametrically opposite positions that even led to wars also, finally resulting in the separation of East Pakistan in 1971 to form a separate country. However, Jan Sangh, connected with RSS had been consistently demanding abolition of Article 370 and 35A and forcible integration of Kashmir with India, and with emergence of BJP as the far-right ruling class party led by RSS, this demand got a further boost which even some Congress leaders also began to support. At the same time, because of the undemocratic approach of the Indian regime including dilution of the Article 370, majority of the Kashmiri people became alienated from India altogether. This should be seen in the general context of the utter collapse of even namesake federalism in India following the superimposition of GST, etc. by which India had already transformed in to a unitary regime instead of the much trumpeted ‘Union of States’.

As already noted, right from the beginning, the RSS has been systematically demanding the abolition of 370 as part of its other demands such as construction of Ram temple, Uniform Civil Code (which implies Hindu Civil Code) where Muslims will be treated as second class citizens. Today, it has strengthened its Hindutva offensive, with such additional moves as pan-Indian extension of Assam model NRC, super-imposition of Hindi, beginning of Manu courts, RSS-led military schools, etc. Therefore, the saffron forces cannot accept the historical context and the concrete facts that led to the incorporation of Article 370 in the Constitution and Kashmir’s special status based on it. However, today using its hold over all institutions of state apparatus including even judiciary, the Hindutva fascists have become successful in implementing one of their long-standing demands, abrogation of Article 370, division of J&K into two union territories and downgrading and subjecting it to the direct administration from Delhi. This is a gross violation of the Constitution, a Constitutional coup and a betrayal of the commitment made to the Kashmiri people at the time power of transfer that they would be given their right to decide on their fate.

In this context, in addition to the direct Hindutva agenda of forcible integration of Kashmir, the corporate interests behind this offensive on Kashmir, whose social and economic indicators of development as per existing international standards are much ahead than that of the other Indian states ruled by BJP, are also very important. Obviously, Articles 370 and 35A were a barrier to the unfettered plunder of Kashmiri people and their resources by both Indian and international corporate speculators who are propping up the Modi regime now. In particular, Article 35A prevents outsiders from buying land or property in the state and assures priority in jobs to state residents. This is an immediate factor that prompted the corporate fascist regime to abrogate both 370 and 35A. At a time when India is going through a historic economic collapse on account of Modi’s policies, and as existing avenues of corporate loot are drying up, being the chosen facilitator of corporatisation, it is incumbent on the saffron regime to open up new sources of loot. This seems to be the immediate context behind the sudden Constitutional coup on Kashmir.
Thus following the abrogation of Articles 370 and 35A and caging the entire Kashmiri people, Modi govt. has initiated a series of initiatives to lay red carpet for the unfettered entry of all corporates in to Kashmir. To facilitate this corporate plunder, the central govt. has taken decision to hold a Global Investors Meet in Srinagar during the first week of November. The task of coordinating this global meet has been entrusted with Ambani, the biggest Indian corporate company along with Confederation of Indian Industries. An important development during this period, was the strategic deal between Aramco, the Saudi-based biggest international oil company and Reliance (Ambani) by which 20 percent of latter’s ownership worth Rs.1.1 lakh crore has been gone over to the former. This deal among other things has ensured the full support of Saudi Arabia, the so called guardian of Islamic community and West Asian pillar of US imperialism, to Modi’s Kashmir move. This clever initiative by Modi once again underlines the decisive role of corporate finance capital in fascistisation everywhere, which is applicable to Kashmir also.

Another important aspect to be noted with regard to Modi govt.’s fascist offensive on the Kashmiri people, as reported by S. Gurumurthy, the RSS intellectual, is the prior intimation that Modi had given to Trump, his imperialist master on the eve of the abrogation of Article 370, thereby ensuring the support of Trump administration in this regard. It is now known widely how Modi has won the support of US, France and Russia, three out of five permanent members of the Security Council in this Constitutional coup over Kashmir for which India has to pay a very heavy price by extending vast concessions and preferences to MNCs from them. And Modi has become the first head of a state who has visited an international summit site (G7) two times within span of a week, for appeasing the imperialist heads of states attending it. To put it differently, it is through naked sell-out of Kashmir and India in general to imperialist corporate capital that Modi has succeeded to ensure the support of all imperialists to his offensive on Kashmir. This has compelled Pak foreign minister to admit that by serving the economic interests of leading world powers Modi has become successful in ensuring their support to the betrayal of the Kashmiri people.

Therefore, democratic forces should have a comprehensive historical and political-economic understanding of all these developments which is essential for approaching the Kashmir question in the proper perspective. Though international and Indian public opinion is against Modi regarding Kashmir, various forces are at work that help Modi govt. to carry forward its sinister move. Within the country, various parties and organisations who do not have a proper understanding of the inter-linkage between saffronisation and corporatisation are unable to have concrete understanding of the Kashmir issue at this particular juncture. Internationally, by surrendering India’s vital interests to imperialist powers, Modi has ensured their silence, though foreign media is vehemently exposing Modi by highlighting the atrocities and unparalleled repression arising from militarisation of Kashmir.
Of course, abrogation of Article 370 and subjugation of Kashmir, as already said in the beginning, is just one among the series of saffron fascist offensives super-imposed by the Modi regime. The notorious National Citizenship Register (NRC) for Assam that has denied citizenship to around 20 lakh people and the move for a pan-Indian extension of this Assam-model together with the plan to construct detention centres all over India, the evil design to super-impose Hindi over non-Hindi speaking states, the groundwork for establishing Manusmriti courts in violation of Indian Constitution, the RSS initiative to start military schools for direct placement RSS-trained cadres in Indian military and above all the intensified lynching of dalits and minorities in the name of cow and Ram are all well-defined moves in the direction of building up the Hindu Rashtra. If not resisted and defeated at the earliest, the emerging frightening situation may lead to a ‘holocaust’-like situation with horrific consequences.

At the same time, it should be noted that, as elsewhere, the foundation of Indian fascism is also firmly rooted in corporatisation. In fact, what we are witnessing today is a pan-Indian extension of Modi’s Gujarat model. In continuation of the Gujarat pogrom of 2002, during the decade that followed, Adani could multiply his assets by 1300 percent. Today Modi is replicating the same Gujarat model at the all India level and in the process has already transformed India as one of the most corrupt and unequal countries in the world, resulting in a historic collapse of Indian economy. Now Modi is trying to effectively utilise this economic crisis as the firm basis of corporate-saffron fascism in India. As such, the fascist offensive is inseparably connected with the putting heavier and heavier burdens on the backs of common people. That is, Hindutva fascism in India is inseparably linked up with a strengthening of far-right neoliberal policies in every sphere such as intensified sell-out of PSUs to corporates at throwaway prices, liberalisation of labour, tax and environmental regulations to make India investor-friendly, direct wealth transfers worth several lakhs of crores of rupees to corporates and so on, in addition to the biggest-ever corporate attacks on people through Demonetisation and GST.

In brief, therefore, a proper understanding of the inseparable link between corporatisation and saffron fascism is of utmost importance in building up a broad anti-fascist movement in India. That is, those opposition parties who are apparently opposing saffron fascism, but not having a firm position against neoliberal-corporatisation are incapable of giving leadership to the anti-fascist struggle on account of their ideological-political bankruptcy. The core of the anti-fascist offensive shall therefore be with the revolutionary unity of the struggling left forces who alone have an ideological-political clarity of the present situation. An anti-fascist broad united front led by them shall essentially be rooted in class and mass struggles and movements across India. It is the urgent task of all revolutionary and struggling forces to initiate for an open dialogue among themselves for exploring the possibilities of formulating a common minimum program both at the national and state levels encompassing both parliamentary and non-parliamentary struggles. To be precise, the need of the hour is to build up a broad anti-fascist united front based on this minimum program with all progressive- democratic forces and isolating all reactionary sections who are allying with corporate saffron fascism.
Let Comrade Kolla Venkaiah’s revolutionary memory enable us to shoulder this historic task at this critical juncture.

The RSS/BJP campaign for the Maharashtra and Haryana state assemblies as well as for the 51 assembly by-elections across the country was extremely vocal, with Modi and Amit Shaw presenting an enthusiastic narrative explaining how Kashmir along with Pakistan are tamed, how every ‘foreigner’ is going to be thrown out through countrywide NRC, and how Mandir is going to be built at Ayodhya, supported by its huge money and manpower. If anybody talked about slow down or recession, he was dubbed anti-national spreading lies. They arrogantly claimed to win 220 out of 288 seats in Maharashtra, and 70 out of 90 seats in Haryana. Most of the main channels also supported these claims.

But the election results shows that the juggernaut of 2019 Lok Sabha elections, which went ahead decimating the parliamentary opposition and winning over their leaders to its side, the arrogance with which any form of criticism was treated, has met with some hiccups. While BJP boasted about getting huge majority for itself in both states, it just managed majority with its ally Shiv Sena in Maharashtra, and in Haryana it is reduced to minority with a hung assembly. Even if it manipulates to form governments in both states, it is going to face more hiccups in the days to come.
It shows that as our CC meeting just concluded on 21st October has pointed out, “Even though many from the parliamentary opposition forces are surrendering to RSS/BJP and others are still not organizing any movements in opposition, larger number of people’s movements against the consequences of ever intensifying corporatization and fascistization under Modi-2 are coming up in different parts of the country. A polarization of public opinion against RSS/BJP is also slowly taking place”. This alienation of the people who are thrown to miserable living conditions is well reflected in these election results, with the winning spree of BJP suffering a setback. As the consequences of the recession are going to affect vast majority of the masses, these setbacks are bound to become more profound in coming days.

Comrades and Friends

During the last six months after returning to power with bigger strength, Modi-2 has moved very fast further intensifying corporate- fascist policies. It has diluted RTI like laws, made NIT, UAPA like acts more anti-people. Article 370 and 35A were scrapped, reducing J&K to two union territories after imposing clampdown and militarization, turning Kashmir in to an open prison. NRC/Assam was announced, making 19,06, 657 people stateless. It is in a hurry to get the Citizenship (Amendments) Bill denying Muslim migrants citizenship, passed somehow in the next parliament session. Orders are issued to get the countrywide NPR ready by next September 30th, with the possibility of 4 to 5 crores people declared stateless. Construction of Detention Camps is speeded up in Assam, and even in some other states, with BJP chief ministers clamouring stringent NRCs in all states. Along with these, hatred, intolerance, and Islamo/Pak phobia is spread more heinously, provoking more mob-lynching. In short, fasistization of all fields is intensified dangerously, advocating muscular nationalism.
At the same time, the post 2014 policies of Modi raj starting with de-monetisation and GST have led to intensifying slow down in all fields of economy. As sales falls steeply, many production units are closed down or locked out throwing out many millions of workers, making unemployment worse. All industrial areas are in recession. At the same time, all sops announced in the name of reducing the impact of slow down, are swallowed by the corporate giants, making them fatter, while vast masses are thrown to more miserable condition. Remaining PSUs including the railways are privatised fast. All doors are opened for all round corporatization, devastating the nature creating climate crisis and severely pauperizing the masses.
As a result of all these, our country is in a critical situation. This demands uniting struggling left, democratic, oppressed classes and forces at every level, and launching people’s movements to expose and challenge the corporate fascist RSS/BJP forces who are trying to transform the country in to majoritarian Hindurashta! Still even after continuation of the clamp down in J&K for more than two months, crores of people facing the danger of becoming stateless under the communal NRC process, and worsening recession further impoverishing the masses, the BJP continues its winning spree in assembly elections since the parliamentary opposition is disintegrating, with many of its leaders flocking to BJP and Modi claiming increasing international support to his Rathyatra towards Hindurashtra!
But, the humanitarian crisis in Kashmir has led to non-cooperation movement by the Kashmiri people. The opposition to the NRC is increasing all over the country. It is taking massive forms in Manipur, Nagaland, Assam etc. Resistance from workers and peasantry and the democratic forces against Modi’s efforts to impose a Hindu- Hindi,-Hndustan; one nation-one election, one nation-one tax like exclusive policies arrogantly rejecting the diversity of the country, is also growing. At international level opposition to Modi-2’s moves which are creating humanitarian crisis in Kashmir and in Northeast are increasing In spite of much orchestrated ‘Howdy Mody’ with efforts to appease Trump, outside the stadium almost equal number of people demonstrated condemning Modi-rule. This international opposition to Modi rule is intensifying fast. Even though many form the parliamentary opposition forces are surrendering to RSS/BJP and others are still not organizing any movements in opposition, larger number of people’s movements against consequences of ever intensifying corporatization and fascistization under Modi-2 are coming up in different parts of the country. A polarization of public opinion against RSS/BJP is also slowly taking place.
It is in such a crucial situation, the Central Committee of CPI(ML) Red Star calls for launching a powerful Jan Akrosh Abhiyan) from 25th November, International Day against violence on women, to 10th December, International Human Rights Day in all the states we are working, based on the slogans: Restore Article 370 and autonomy of J&K people; End clampdown on J&K people; Resolve J&K issue based on right of self-determination of the people; Cancel Assam NRC; Withdraw Citizenship (Amendments) Bill; Stop all efforts to expand the NRC all over India; No to RCEP, privatization of PSUs, and corporatization; Stop all Brahmanical Manuvadi measures which pollute Indian polity ,create atmosphere of fear among people, especially minorities; Down with RSS and its Hindurashtra!; Struggle for secular, casteless, egalitarian society expanding boundaries of democracy with the vision of all powers to the people, and a development paradigm which rejects neo-liberalism in toto and works for building people oriented alternative development perspective!

The Communist movement in India has a history of almost a century after the salvos of October Revolution in Russia brought Marxism-Leninism to the people of India who were engaged in the national liberation struggle against the British colonialists. It is a complex and chequered history.
