Severe pollution, environmental destruction leading to ‘health emergency’ now,  ecological catastrophe in coming days, are political questions! They call for political solutions!

Delhi has become the most polluted city in the world. As toxic smog envelops Delhi and North and Northwest India, a health emergency is declared, all schools are closed for days. But, stubble burning in Punjab, Haryana, Western UP, the immediate reason for sudden jumping of pollution from poor to severe levelscontinues! Still, Modi government does not find any urgency to convene a meeting of representatives from these states to find solution to this problem. Though 42% of the pollution in Delhi/NCR region is due to the emissions from the ever increasing number of vehicles, 10% of the pollution is due to burning of solid waste, controlling number of private automobiles and increasing public transport facilities, starting solid waste disposal plants in all localities are not even considered urgent steps. The mainstream parties reduce it to a question for mutual mud-slinging, with a view to coming elections!

If this is the condition India’s capital, condition in other areas not different. Pollution level in Mumbai is now ‘very poor’. The scientists have warned that at present level of environmental destruction, as a result of global warming and climate change, most of the coastal areas in Asia, including Mumbai shall be submerged by 2050! Still authorities were in a hurry to cut down 2600 trees of Aarey overnight to avoid a Supreme Court intervention, for constructing a metro car shed! In spite of Gadgil Committee report, two consecutive huge floods in Western Ghats region, climate rhythm changing with 30 days rain pouring down in 3 days devastating farming and hill sides, from Kerala to Maharashtra, no government takes any preventive steps!

Same condition at global level also. In spite of all UN studies and reports from environmental groups that if urgent steps to bring down carbon levels are not brought down, the environmental destruction shall lead to destruction of human species in seven or eight decades, Trump has walked out of Paris agreement and increased production of shell oil! Even those governments who signed Kyoto protocol and Paris agreement are not putting them in to practice. Their priorities are different! Even after severe cyclones have risen 32% in 5years, rate of glaziers’ melting rate in North and South poles have increased 5 times in two decades, every where the ruling powers are not concerned. They make merry speeding up neoliberal/corporate policies and their development perspective based on consumerist lust and accumulation of wealth through all speculative measures.

What do all these show? Severe pollution and environmental destruction leading to ‘health emergency’ now and ecological catastrophe in coming days are political questions, which call for political solutions. This is all the more evident that compared to the past decades though more people are becoming conscious about the impending ecological catastrophe and even school children coming on the streets demanding climate emergency, the ruling powers are not concerned; Amazon forests are burning, stubbles in Indian states get burned still, automobiles increase in the roads, the devastating imperialist led development perspective is still in command, even when an alternative is possible.

If public opinion is to be created and the struggle for the ecological protection is t be intensified, the prevalent practice of confining this question to only intellectual discourses and seminars should be changed. As history has taught us, interpreting the what is happening alone is not sufficient, we have to change the situation drastically and urgently. This is possible only if it is taken as an emergency political question, all forces including political forces concerned with it build broadest platforms for vigorous campaign and struggle to overthrow the hegemonic imperialist system itself, uniting all those engaged in it from different angles to overthrow the rule of capital and realize a new world where humanity re-establish harmony with nature and advance a people oriented egalitarian democratic development paradigm!

Once again the US administration, now led by Trump, has succeeded to oust a left leader from power in a military coup in Latin America. From the very beginning Morales, an indigenous peasant leader who led a powerful movement against the corporate loot of Bolivia’s natural resources like the loot of Kutchabomma river by Pepsi and Cocoa Cola companies. He got massive people’s support of the indigenous people, who are in majority, but deprived of political power. Winning the elections 15 years ago for the first time as Bolivian president, he was hated by the corporate forces backed by the US imperialism. When he started radical land reforms providing land to all landless and launched a series of reformist measures ensuring food, housing, healthcare, education and employment for all as fundamental rights, the elite classes, the bureaucracy, the police, judiciary and the military were instigated by the corporate forces and the Catholic church with the backing of US. These forces of right reaction started opposing him continuously. As Morales joined hands with Cuba and Shavoz in Venezuela and promoted an anti- US imperialist grouping in Latin America, the consecutive US governments intensified efforts to overthrow him using the rightist forces and military. But, as Morales succeeded to wipe out acute poverty of the indigenous people, and had transformed their socio-economic condition, and took anti-US imperialist stand, they stood behind him and he won the elections twice again, carrying forward the progressive policies.

But the Bolivian state, its bureaucracy, police, judiciary and military along with the political Church, backed by the US were inciting the elite sections and urban lumpen forces to create disturbances. In the October elections a month ago, when he contested for presidency for a fourth time and won the elections, raising constitutional problems the rightist opposition, incited by the church and US, intensified the street demonstrations which they had started before the elections. With US support, the police and bureaucracy also joined the protests. A week ago the military and judiciary also joined the street protests, and the coup was organized forcing Morales to resign and leave the country, taking asylum in Mexico. His supporters who are resisting this coup are attacked and killed by the police and military. Still the people’s resistance is continuing. Ms Jeanine Anez, whom Morales has branded as "a coup-mongering right-wing senator" took over as the interim president propped by the military, and the US has given immediate recognition to her interim rule . The new government has cut off relations with Venezuela and asked the Cuban doctors and experts to leave the country. In a hurry it is trying to reverse the progressive policies implemented by Morales during his 15 years’ presidency.

The Partido Communista (Marxista-Leninsta-Maoista), Bolivia (PCMLM, Bolivia), a constituent party of ICOR, which was consistently supporting all progressive policies of Morales’ leftist rule has condemned the coup and has joined the resistance against the US sponsored coup. CPI(ML) Red Star severely condemns this coup sponsored by the Trump administration, express solidarity with the struggling people and all revolutionary forces in Bolivia, and extend support to the resistance struggle against the rightist Anez government which has usurped power with the support of the US imperialists and their lackeys.. .

The CPI(ML) Red Star and the CPI(ML) Maharashtra, after arriving at common general understanding on various ideological political issues related to analysis of present situation and approach to various issues related to Indian revolution in the course of many round of discussions, and working together for last three years in all fields have merged in to one organization in the Special Conference of members of the two organizations in the state have merged to form the new state committee which elected com. Arun Velaskar as its Secretary.

The Special Conference called for the unity of all communist revolutionary forces in order to take up the challenges posed by the neo conservative forces led by the fascist RSS/BJP, which is trying to undermine even the minimum democratic space so far existing under parliamentary democracy. Constitutional norms are sabotaged in the interests of Corporates and big landlord class. Judicial system too is in crisis. Imposition of demonetisation and GST followed by opening all fields for entry of international capital coupled with frantic privatization have led to slow down of the economy. The agricultural sector is in acute crisis, forcing more peasants to commit suicide as happening in Maharashtra like states. The acha din and other populist promises repeated by Modi are proved false.

In this situation, in order to divert attention of people from their burning issues BJP is trying to spread Islamophobia and mascular nationalism to consolidate majoritarian Hindutva narrative in line with the Hindurashtra goal of RSS. It is in line with this, Article 370 abrogated and clampdown imposed in J&K from 5th August. The NRC for Assam was hurriedly announced on 31st August declaring more than 19 lakhs residents stateless, starting the process of throwing them to Detention Camps. The Citizenship (Amendments) Bill is sought to be passed denying citizenship only to migrant Muslims. The process of preparing a time bound National Register of Citizens al all India level by next 30th September is launched. Already in Delhi, Bengaluru, Mumbai like cities RSS/police have started ‘identifying’ foreigners and deporting them. Construction of detention camps are started in all states. UAPA like black laws are made more ruthless to terrorize the people. The intensifying economic crisis, and fascist attacks have created a dangerous situation, with the minorities, dalits, Adivasis, other backward sections and women facing the brunt of the attack along with workers and peasantry.

Angry with the RSS/BJP policies, large number of people’s movements have started coming up. It was reflected in the results of assembly elections to Maharashtra and Haryana. Compared to Lok Sabha elections in May, its voting percentage went down sharply. But as Congress and other mainstream parties are still sticking to neoliberal policies and vote bank politics, they have no basically different alternative to put forward. It is the recognition of this fact which encouraged our two organizations to merge and call for unity of all communist revolutionary forces to build a powerful communist party with anti-capitalist democratic program rejecting the neoliberal/corporate policies which devastate the masses as well as the nature, with the concept of building a casteless, genuinely secular, democratic society. We look forward to our merger further strengthening the unity efforts towards building a powerful centre for communist revolutionaries in India, capable of uniting the working class and peasantry along with dalits, Adivasis, minorities, OBCs and women, in short all exploited, oppressed, toiling classes and sections, to throw out the reactionary ruling system and to advance towards people’s democracy and socialism..

The unity conference of ÇPIML Maharashtra and ÇPIML red star was held at Pune on 10th November from 11 am. Delegates from both organizations participated. Com KN Ramachandran GS explained the present situation when under Hindutua led fascist offensive is taking place and on the other hand under Modi' s rule, whole economic scene is in crisis with slow down intensifying day by day. Along with unemployment, impoverishment of people is increasing. To challenge this CPI ML Red Star is trying to unite the communist regime forces and build Mass Political Platform of all oppressed masses and classes. In this situation the unity of our two organizations will encourage the unity process of CR forces. Com Praveen Nadkar presented the unity declaration and Sanjay Singhvi the joint press statement which were adopted after discussing.  The conference decided to form the new state Committee merging the state committees of both organizations. The enlarged Committee elected seven member state executive committee and com Arun valaskar as its secretary. The conference concluded with the new Committee deciding to carry forward struggles against the ruling system and its anti people fascist policies. A press conference is planned on 11 th November at Mumbai press club to announce the merger.

The Polit Bureau of the CPI(ML) Red Star discussed the final unanimous verdict of the Supreme Court on the fractious Babri Masjid-Ram Janmabhumi disputed land issue and has issued the following statement:

From the time attempts were made by communal forces and vested interests to communalize the issue and to divide the people, leading to tragic consequences for a long time, we have called for a negotiated settlement or judicial resolution to put an end to this dispute and establish peace so that the people can concentrate on the joint struggles for the settlement of their cardinal issues. So, in the context of today’s unanimous SC’s order, we appeal to all sections of people not to be misled by vested interests and strive for mutual understanding and unity.

At the same time, the affected people have the right to continue discussions on this order to prevent recurrence of such disputes, especially using this order as a pretext to rake up similar other issues.

By this order the Court has handed over the 2.77 acre disputed land to the Hindu side for the construction of a temple through a trust. An alternate plot of five acres is allotted to the Sunni Wakf Board in Ayodhya for the construction of a mosque. It is an attempt to issue an apparently balanced order.

But, it is contradicting the SC’s own observations that the insertion of Ramlala idol inside the Masjid in 1949 was illegal, and demolition of the Babri Masjid in 1992 was a criminal act. The SC also accepts Muslim ownership of this land for five centuries. It also did not agree with the argument that remnants of the structure found below Babri Masjid are of a temple. In spite of these, handing over the entire disputed site to Hindu side does not look like a fare decision. Especially when the SC has so far refused to act on the petitions challenging the scrapping of Article 370 by central government on 5th August, it is natural that apprehensions are raised about the fairness of this decision.

In this context, it is imperative on the part of the SC and the administration to ensure that no further disputes on religious places take place utilizing this order as a precedent.. The 1991 Places of Religious Worship Act should be strictly followed, and the administration and concerned courts should take up the long pending cases pertaining to 1949 and 1992 illegal acts speedily in the same manner followed by the SC to issue this order.

Living in Delhi these days is very difficult. As dense toxic smog envelops the whole of North and Northwest India making it the most polluted region in the world, your eyes burn, throats itch and you feel extremely uncomfortable. It can be fatal for children and sick people. Closing schools alone will not save children. You have to save them from this hell created by the ruling system In a way these are nightmarish days. There are reports about faster melting of ice in both poles’ regions forcing ocean levels to rise. Scientists have warned submersion of the Sunderban region in Bangladesh and India, of Mumbai and Kochi like cities by 2050! All these reports reveal how fast the ecological catastrophe is coming nearer! But the BJP leaders are contended by accusing AAP government for it! Kejriwal is appealing not to politicize the issue! The debate not goes beyond petty quarrels, with an eye on elections in Delhi within few months. At least in the West the discourse is more serious, even though not much is taking place to reverse the impending danger which can lead to extinction of human species from this planet!

About three-four decades ago when the debates about a nuclear war threatening end of human species due to nuclear radiation, I have read a scientific fiction which graphically explained how the possibility for nuclear war became a reality in northern hemi-sphere, destroying everything and the humans there! Then the nuclear radiation started moving south. The fiction was written about what happened to the people of a southern Australian city like Sydney or some other city. Announcements in radios talked about what happened to southern tips of Africa and South America and what is happening in Northern Australian people and animals were intensifying tension among all. Everybody used to ask earlier how many weeks for us! As the last day coming nearer fast such questions stopped, strange changes started taking place to individuals! Finally helplessly the last living thing succumbing as the nuclear radiation sweeps through the whole world ending human species along with most others! I don’t know whether that book is available in the stalls still, but it is worth reading now.

In the beginning, even after the nuclear war, there was a general feeling that radiation will not reach us, we shall be safe! Trump to Modi, the imperialists as well as their partners, though make hollow statements about ecology, really laugh at the possibility of ecological catastrophe destroying the human species. But what is really happening today cannot be rejected like a story in a scientific fiction! Though under neoliberal imperialism possibilities for a world war using nuclear weapons has receded, the creeping up of ecological catastrophe is a reality. Climate changes are taking place very fast, ocean water levels along with global warming are getting accelerated. A number of islands in Pacific ocean have submerged with few lakhs of people evacuated. As Stephan Hawkins in his last interview warned, we shall be idiots if this question is not taking seriously as a political question. It should become part of political discourse at all levels.

What is happening is that though this danger is scientifically established, under UN many conferences have taken place and many agreements were put forward like Kyoto Protocol and Paris agreement to bring down the carbon gas level, while Trump has refused to sign them, and others who signed are not implementing them. We have already reached a level of pollution and ecological destruction that we cannot reverse the process to earlier position. But there is possibility to cut down the level of devastation, if the agreements are implemented before we cross 2020. That is why a demand for declaring a climate emergency at global level under UN supervision is put forward. But when this movement got good support with school children also coming out in vast numbers, the corporate forces have institutionalized it to a great extent! And the mainstream political parties and the establishments everywhere are not at all concerned, with many scoffing at it, calling it environmental fundamentalism! All vested interests discourage active discussion on it; they don’t want to stop their capitalist-consumerist lust and mad corporatization!

What is happening in Delhi and North India is a warning. There is a possibility for many of us forgetting it soon once the situation eases. It will be perilous. Impending ecological catastrophe is yet another reason for us to speed up the anti-state, anti-imperialist movement with the orientation of overthrowing them for ever as the ICOR has called for! Internationally. As ICOR and ILPS are joining hands to build the Anti-Fascist, Anti-Imperialist Movement, in our country also we should strengthen unity of all struggling forces to build such a powerful movement capable of over throwing the ruling system in India, and extending this struggle at global level to overthrow the our main enemy, the global imperialist system. We can save the human race from extinction and create an egalitarian social system with all power to the people only in this way. The most urgent task today is to put this central task forward, link all other struggles to it and to create public opinion followed by mobilization of the masses to achieve this central strategist task. Let us strive for broadest possible unity of all struggling forces at all levels for it! Let us dare to think; Dare to struggle; And Dare to Win!
